Do instrument control valves belong to control valves?

As the title asks, does a gauge control valve belong to the category of control valves? According to the definition of control valves in GBT17213.4, on-off valves should not fall under the category of control valves: What are your opinions?
It belongs to control valves; there is no issue with its structure. Its adjustment range is for throttling
What does control mean? What range of variation counts as control, and is the absence of it not considered control? It’s confusing.
Which one does not fit the definition you posted?
Both manual control and automatic control can be referred to as flow meter control valves; therefore, the conclusion is that it’s unknown
Standard HG/T 20507-2014 classifies control valves into two categories: control valves and on-off valves.
Either the word “control” is used incorrectly, or the definition is not precise; it should state that it refers to a human being and not a god, as humans can make mistakes due to carelessness. If, coincidentally, it’s another jerk who sets the standards, then there will be even more mistakes.
Any device with an actuator that enables remote control of the opening degree, or remote switching, should be classified as a control valve.
Judging from the description, it should be a control valve; however, saying that a on/off valve can regulate flow rate is a bit far-fetched
