Regarding the Kangjisen SIS, the newly built 1131 project cannot connect to the controller. What is missing in my settings?

The CPU model is 3008, and the communication card model is 4351B. The CPU dip switches are set to 0 and 7. I set the IP address on the Tristation Communication device to 192.168.1.7, while on the 4351B communication card, I set the IP address to 192.168.0.7 for port 1 and 192.168.1.7 for port 2. The IP address of the computer’s network adapter is set to 192.168.1.15. The network cable is connected to port 2 of the 4351B communication card (there are two ports in total, with port 2 being the one at the bottom). Why can’t I connect to the controller when I click the online button?
Is this simulation or is it connected to real hardware? The first time the program is downloaded, it needs to be done using a programming cable via the fourth serial port on the 4351B.
