What is “secondary calibration of combustible gas detectors”?

In the safety documents I’ve been studying recently, there is a clause that states something like “Fixed combustible gas detectors have not undergone secondary calibration.” I don’t understand what this means – what is secondary calibration? Should we go to a calibration institute for verification?
Was it because the regular annual inspection wasn’t done?
Yeah, generally an annual inspection is carried out every year, but I really don’t understand the concept of “level 2 inspection” he mentioned
I’m not sure about that. We just have regular annual inspections, and those inspections didn’t show any deficiencies. If you find out the answer, please let me know so I can see if there’s anything that needs to be improved here
Was it newly installed? Does it mean that if the new product already comes with a certificate of conformity, it still needs to be inspected once before installation?
