E H radar level gauge

The E H radar is used to measure the liquid level in acetylene gas tanks. Now the gas holder has been fully lowered. The height of the gas holder is 5 meters, and the current water level is 3.9 meters; however, it keeps showing a liquid level of 1.1 meters. How can I make the gauge show a 0 liquid level? Urgent, urgent, urgent.
The water level is 3.9 meters, but the gauge shows 1.1 meters. That makes sense; why would it show 0? Or is this gauge meant for measuring something like a gas tank (I’m not sure what it is)? E+H’s level gauges cannot be used to measure other levels through water.
