It’s hard to say; mainly, there’s no uniform standard for instrument signals. It depends on the fiber optic transmission rate, on how many KBPS of bandwidth the signal uses, and also on the capacity of the optical transceiver!
First of all, I have to say that the first part of that statement isn’t quite correct – communication methods are currently only used as a supplementary means. In most chemical plants, communication technologies aren’t used at the critical points, as hardwired connections are still considered more reliable. Additionally, optical fibers are merely a medium for enabling communication; the actual communication speed depends not only on the fiber itself but also on the relevant communication protocols. As a result, the amount of data that can be transmitted varies, but generally speaking, hundreds or thousands of points should be no problem.
Fibers enable point-to-point transmission. Fast transmission speed. It cannot be networked like a wired connection. The ends of the optical fiber can have their interfaces expanded using an optical fiber switch. For chemical plant enterprises, instruments in hazardous areas are currently not suitable for using optical modules or fiber optic switches.

For transmission distances of up to 2 km, multimode fiber can be used; for distances exceeding 2 km, repeaters or single-mode fiber cables can be employed.
The concepts in the original poster’s question are quite unclear; it seems that the poster himself is not familiar with the media, speed, protocols, and so on related to information transmission. Let him figure out his own problems first before we discuss them.
