Problems with orifice plate flow meters

Orifice flow meter for measuring gasoline, with a pressure of about 20 kilograms in the pipeline. The balance valve of the three-valve assembly is open, and the values measured by the transmitter are very accurate (the flow rate calculated using other flow meters is similar to this measured value). When the balance valve is closed, it reaches full scale. What’s going on with this? All pressure tapping pipes are unobstructed, and the flow direction is not reversed, nor is there any reversal in positive or negative pressure. Both the transmitter and the three-valve manifold have been replaced with new ones, but the same problem persists. The range has not been expanded; it remains as per the original design.
