Question regarding the reason why the Honeywell ST700 transmitter cannot be zeroed

The range of the pressure measurement point is 0–25 KPa. When the flanged diaphragm box is placed at this measurement point, the reading is around 15 KPa. When the gauge is zeroed, it shows “Too high”; when Trex is used for zeroing, it displays “Process value too high”. This situation occurs three times, and in each case it’s the same. I would like to ask those with more experience what’s causing this issue
