Could the experts please help clarify the boundary between pipeline pressure testing and instrument piping?

The valve at the root should be tightened, and it’s best to remove the gauge
During pipeline pressure testing, the root valve is closed and the instruments are removed. During system pressure testing, install the instruments and open the root valve.

The installation diagram shows it clearly: in the I/P designation, I stands for Instrument, and P stands for Process. It indicates that this point serves as the boundary of responsibility.
