Why is the pressure before the control valve lower than that after it, according to the control valve data sheet?

Dear teachers, for this data sheet of the control valve, the inlet/outlet pressures are listed as 500/600 and 400/500. Why aren’t they 600/500 or 500/400? Does 500/600 correspond to 6.1 above, and does 400/500 correspond to 10 above?
For the two operating conditions, the first cell represents the pressure before the valve
Pressure before valve: 500~600, Pressure after valve: 400~500
Replace the slash with parentheses, add an annotation mark, and specify the two operating conditions in the remarks section at the bottom of the data table – this will eliminate any ambiguity.
