Can wire ducts be used for wiring inside the fire dike of an oil depot tank area?

Inside the fire dike of the tank area, the wires of the existing level switches cannot be used; it is planned to connect a set of spare wires from the nearby electric actuator, with these wires protected by conduit. Is this feasible? Meets the requirements? Paragraph 2 of 15.1.13 in the Design Code for Oil Storage Tanks states that cables which must be laid on the ground in certain areas of the production site should be installed using galvanized steel protection tubes or fully enclosed metal cable trays with covers. Does this mean it’s okay? It still has to be buried in the ground – doesn’t that damage the surface?
It can be laid on the ground, using galvanized pipes
The specifications are quite clear: for cables that indeed need to be laid on the ground, galvanized steel protection tubes should be used; the wires of electric actuators need to be protected from electromagnetic interference
Use galvanized pipes, placing them as high as possible above the lower surface; it is best to use pipe racks, and the waterproofing or anti-corrosion layer must not be damaged
