Let us enhance our awareness of quality and strive for high-quality development. ----------------------------------------- In May 2014, the Sinopec project aimed at localizing key equipment—the “Intelligent Control System for Multi-Million-Ton Oil Refineries”—was successfully tested and demonstrated at Changling Refining & Chemical Complex. This marked the end of China’s reliance on foreign control systems for such large-scale oil refining projects. This system is included in the **Special Project for the Development of Intelligent Manufacturing Equipment**, and its implementation is carried out jointly by Zhejiang Zhongkong Group and Changle Refining & Chemical Co., Ltd. Cao Xianghong, an academician of the Chinese Academy of Engineering, and relevant officials from the Ministry of Industry and Information Technology attended the acceptance meeting. For a long time, the high-end intelligent control systems for major petrochemical projects in our country have been largely monopolized by foreign companies; these systems are expensive, which affects the economic efficiency of enterprises as well as the security of economic information. With the support and concern of Sinopec’s headquarters, in June 2012, Changling Refining & Chemical Co., in close cooperation with the system developer Zhongkong Group, successfully completed the installation, commissioning, and operation of the intelligent control system for the 8-million-ton refining plant. This marked the first time that an intelligent control system for a major Sinopec refining project was developed domestically, breaking foreign monopolies while saving nearly 50% on investment costs, amounting to 7 million yuan. Based on the 10-million-ton oil refining complex at Changling Refining & Chemical, this project develops intelligent control systems and related integrated application technologies. It establishes a real-time database for the entire plant, creating a unified automated platform for production process control, safety management, storage and transportation supervision, ****, and information integration. As a result, oil refining operations have shifted from traditional decentralized management of individual units to centralized management of multiple units, enabling intelligent monitoring and control across the entire process. The localization of this system was successful; it also reduced the time required for product delivery and enabled the local supply of spare parts. This has a positive impact on reducing implementation risks and ensuring timely progress in major oil refining projects. As the first user of this system, reports from the Changling Refining and Chemical plant indicate that it has been operating steadily for over 600 days since its deployment. The overall technology level is at an internationally advanced stage, with advantages in terms of redundancy features and control latency compared to mainstream foreign products. The 10 combined refining units at Changling Refining & Chemical Plant utilized this system for PID optimization, resulting in an automatic control rate of over 95% for these units. The stability of their operation and the quality of the products improved significantly, enabling the company to achieve an annual cost savings of 15 million yuan. The acceptance expert group believes that the system features high security, high reliability, and high stability. Its user-friendly operation interface fully meets the requirements for process control, monitoring, optimization, and management in large-scale production of petrochemical facilities. By 2014, this system had been adopted and implemented in refineries such as Maoming, Anqing, and Yangzi.
