Recently, the People’s Government of Nanjing issued the \"Implementation Opinions on Further Promoting the Transformation and Development of the city’s chemical industry,\" which stipulates that no new chemical parks shall be approved in the future, nor shall any new expansion projects for chemical production be approved outside such parks. Additionally, no new or expanded chemical projects shall be approved for enterprises within chemical parks that have inadequate environmental infrastructure or are unable to operate stably over the long term. In accordance with the requirements of the Guidelines, Nanjing will scientifically plan the industrial layout for the chemical industry. No new chemical manufacturing enterprises will be established outside the chemical industrial parks. A special action plan involving \"four types of measures\" will be implemented for existing chemical manufacturers: the task of closing down a certain number of these enterprises will be completed by the end of 2018, while the tasks of relocating some, upgrading some, and reorganizing some of them will be completed by 2020. At the same time, accelerate the adjustment of the industrial structure, promote the transformation and upgrading of chemical industrial parks, and establish new material industry bases. We will resolutely phase out outdated production capacities. For fine chemical manufacturing facilities involved in the production of dyes (including pigments), pesticides, pharmaceuticals and intermediates, as well as coatings and printing and dyeing auxiliaries, efforts will be accelerated to upgrade these processes to cleaner ones. By the end of 2018, production processes and facilities that generate large amounts of waste and cannot be safely disposed of or utilized effectively will be phased out. By 2020, Nanjing aims to achieve a participation rate of over 80% for chemical manufacturing enterprises in the industrial parks. The total emissions of key pollutants from the city’s chemical industry have been brought under control and are decreasing year by year. Compared to 2015, emissions of sulfur dioxide, nitrogen oxides, and volatile organic compounds have all decreased by more than 20%; emissions of chemical oxygen demand and ammonia nitrogen have decreased by 14% and 16%, respectively. The rate of chemical manufacturing enterprises meeting clean production standards is 100%, and the rate of hazardous materials handling enterprises meeting secondary safety production standards is also 100%. Thus, the chemical industry in the city has achieved sustainable development across the board.
