Source: Ministry of Science and Technology According to Sinochem News, on October 31, Shaanxi Yanchang Petroleum (Group) Co., Ltd., the leading entity for the project \"Key Technologies for Co-hydrogenation of Coal and Heavy Oil and Product Processing\", which is part of the key initiative on \"Clean and Efficient Utilization of Coal and New Energy-saving Technologies\", together with the Management Office of this key initiative (hereinafter referred to as the \"Office\"), organized a meeting in Xi’an to launch the project and discuss its implementation plan. More than 60 people attended the meeting, including officials from the Shaanxi Provincial Department of Science and Technology, members of the project’s expert committee, project leaders and key team members, experts from the overall project expert group, as well as relevant staff from the Office. In his speech, Hu Guangfa, the chief engineer and project leader, provided an overview of the scientific and technological research and development efforts carried out by Shaanxi Yanchang Petroleum (Group) Co., Ltd. in recent years. He said that the project team would work together to overcome challenges and strive to achieve the project’s goals. A responsible official from the Shaanxi Provincial Department of Science and Technology said in his speech that the energy and chemical industry is a key sector in Shaanxi Province. Participating in key research and development programs represents an important direction for the leading enterprises in the province as they strive to make contributions to the economic frontlines. He hoped that the project teams would focus on key aspects and innovation, improve project management, and strive to complete the research tasks with high quality. During the project introduction session, the person in charge provided a detailed overview of the project implementation plan, covering aspects such as the project’s general situation, the breakdown of task objectives and testing methods, the schedule and key milestones, organizational management, an outline of the funding requirements, and the progress of research. The experts present listened carefully to the project team’s report, and held discussions and exchanges with them on aspects such as the connection between different research topics, progress milestone management, and pollution control research. They advised the project team to further refine the key scientific and technical issues during the research process, to highlight the technical contributions provided by each participating institution, and to clarify the interconnections between various research topics and tasks, while also strengthening the analysis of technical and economic aspects. The head of the special task force said in his speech that there is significant progress being made in the reform of the science and technology management system. Documents such as the \"Notice of the State Council on Several Measures to Optimize Scientific Research Management and Improve Research Efficiency\" have been issued one after another. Through continuous learning, exploration, and practice, the special task force will continue to advance and implement the reforms related to streamlining administration, improving regulation, and enhancing services. It is also hoped that the project leaders and responsible parties will assume primary responsibility for research management during the project implementation process, further optimizing the project organization and management mechanisms; they should pay attention to reviewing and summarizing the preliminary foundations and outcomes in order to identify the project’s innovative aspects and technical advancements; furthermore, an atmosphere and environment for sharing achievements should be established within the team, so as to fully leverage the advantages and benefits of project management.
