Recently, the **Development and Reform Commission announced the list of engineering research centers to be managed under the new framework, and the Large-Scale Coal Gasification and Coal-Based New Materials **Engineering Research Center of Shandong Energy Chemical Company was included in this list. The Large-Scale Coal Gasification and Coal-Based New Materials **Engineering Research Center was formerly known as the Water-Coal Slurry Gasification and Coal Chemicals **Engineering Research Center (hereinafter referred to as the Center). Its construction was approved by the former **Planning Commission in June 1995, and it passed the inspection by the **Development and Reform Commission in October 2008. The agency in charge of it is the Shandong Province Development and Reform Commission, while the supporting institution is the former Yankuang Group Co., Ltd. Since its establishment, the center has focused on the needs of clean, low-carbon, and sustainable development in the coal industry by carrying out research on key technologies and experimental studies. It has overcome the bottlenecks hindering the development of the gasification and coal chemical industries, and has successfully developed a number of core technologies with independent intellectual property rights, including slurry coal gasification, pressurized pulverized coal gasification, low-pressure carbonyl acetic acid synthesis, as well as gasification for power generation coupled with methanol production. The overall level of these technologies is among the best in the world. The center is responsible for the **key research and development projects “Development and Demonstration of Large-Scale Water-Coal Slurry Gasification Technology” and “Research and Demonstration of Safety Control Technologies for Large-Scale Coal Gasification Plants”. It has built two demonstration units: a multi-nozzle opposed water-coal slurry gasification system capable of processing 4,000 tons of coal per day per furnace, and an efficient water-coal slurry gasification system of the waste boiler-cooling type capable of processing 2,000 tons of coal per day per furnace. These efforts have enabled China’s large-scale coal gasification technology to move from following or keeping pace with other countries to taking the lead. The relevant technologies were successfully selected as part of the **Industrial Energy Saving Technologies by the Ministry of Industry and Information Technology in 2018. This technology has been successfully applied in 61 projects both domestically and internationally. It holds the first place in terms of market share in China for this technology, and its capacity in coal gasification technology is the highest in the world. It has set a precedent for the export of large-scale chemical processing technologies from China to developed countries, providing key technical support for implementing strategies aimed at building a strong manufacturing nation, promoting the transformation and upgrading of the coal chemical industry, achieving efficient and sustainable use of resources, and carrying out comprehensive environmental management. We have developed a novel catalyst system supported on carbon nanotubes. This technology for the low-pressure carbonylation of methanol to produce high-quality acetic acid is protected by independent intellectual property rights. The overall technology has reached the international leading level, breaking foreign technological monopolies. It is understood that **engineering research centers are the ‘teams’ that support and serve major strategic tasks and the implementation of key projects**; they are research and development entities established with the help of enterprises, research institutions, universities, and other organizations that possess strong capabilities in research and development as well as comprehensive strengths. A responsible official from the High-Tech Division of the Provincial Development and Reform Commission said that in the next step, greater oversight and management will be exerted over the engineering research centers that are included in the new management framework. Support will be increased to help these centers establish internal governance mechanisms that are in line with the laws of innovation and their own development needs. Efforts will be made to encourage practical operation of these centers, and they will be guided to conduct research on key common technologies as well as technologies suitable for industrial application, in order to enhance their innovation capabilities and turn them into strategic scientific and technological forces in the new era.
