The 6 million tons per year low-grade coal clean and efficient comprehensive utilization project and the 600,000 tons per year coal tar hydrogenation project of Xinjiang Jiaguo Weiyee New Energy Co., Ltd. have completed 95% of the construction work, with commissioning expected in January 2026. The project is located in the Tiaohu Industrial Park, Santanghu Town, Barkol County, Hami City, covering a total area of 1,700 mu. It uses low-rank coal from Santanghu in Hami as the raw material, and employs the \"staged pyrolysis + co-production\" technology to convert this traditional directly-burned low-rank coal into semi-coke, coal tar, and waste gas. Among these, coal tar is hydrogenated to produce clean energy sources such as diesel and naphtha; waste gas is used to extract LNG (liquefied natural gas) and hydrogen; the by-product coal tar pitch serves as a raw material for lithium battery anode materials, thereby enabling the clean and efficient utilization of coal resources. Upon completion, the project will enable the clean conversion of coal tar, effectively improving resource utilization efficiency. It holds great significance for promoting the efficient use of coal resources, advancing the upgrading of the chemical industry, protecting the ecological environment, and driving regional economic development. The Xinjiang branch of China National Chemical Corporation’s Sixth Construction Company is responsible for building the 600,000 tons per year coal tar hydrogenation plant (Phase I) of this project, as well as the 60,000 Nm³/h hydrogen production facility using raw gas, the 80,000 tons per year LNG plant, and the associated storage and transportation systems. Construction on the project officially began in late July 2024. Upon completion of the entire project, it will be capable of producing 3.6 million tons of semi-coke per year, as well as nearly 600,000 tons each of naphtha, diesel, #3 coal-based hydrogenated oil, liquefied petroleum gas, and coal tar pitch. Additionally, 180,000 tons of LNG and 350,000 tons of acetic acid produced alongside methanol will be generated. At the same time, the advanced technologies and clean production processes employed in this project will effectively drive the new energy chemicals industry toward higher standards, greater sustainability, and increased intelligence, thereby laying a solid foundation for the high-quality development and sustainable growth of the regional economy. Southwest Chemical Engineering Research and Design Institute Co., Ltd., Shanghai Xinyou New Energy Technology Co., Ltd., and Shaanxi Metallurgical Design and Research Institute Co., Ltd., as the design agencies for the project, collaborated to carry out the design work for this project. Lanshi Heavy Equipment provided pressure vessel equipment for Jiaguo Weiye’s project aimed at producing 600,000 tons of coal tar hydrogenated products per year. It was also responsible for the procurement of materials and equipment needed for the coal tar hydrogenation unit, the waste gas hydrogen production unit, the LNG unit, as well as the associated storage and transportation systems; it handled the construction work and ensured proper handover at various stages. Additionally, Lanshi Heavy Equipment assisted Jiaguo Weiye with the commissioning and trial operation of the facilities. Project Overview: Project Name: Xinjiang Jiaguo Weiyee New Energy Co., Ltd.’s 6 million tons per year low-grade coal clean and efficient comprehensive utilization project and 600,000 tons per year coal tar hydrogenation project. Proposed location: Tiaohu District, Bariqun SanTanghu Industrial Park, Hami City, Xinjiang Uygur Autonomous Region. Total project investment: 7,036,572,900 yuan, of which the amount allocated to environmental protection measures is 327,400,000 yuan, accounting for 4.65% of the total project investment. Construction contents: The project will be constructed in two phases. The construction contents include: in Phase 1, a new-type low-rank coal pyrolysis upgrading unit with an annual capacity of 3 million tons, a comprehensive utilization unit for raw gas (for hydrogen production) with a capacity of 60,000 m3/h, an LNG plant with an annual capacity of 80,000 tons, a coal tar hydrogenation plant with an annual capacity of 600,000 tons, along with various auxiliary, utility, and environmental protection facilities; in Phase 2, another new-type low-rank coal pyrolysis upgrading unit with an annual capacity of 3 million tons, a comprehensive utilization unit for raw gas (for syngas production) with a capacity of 90,000 m3/h, an LNG plant with an annual capacity of 80,000 tons, a methanol and acetic acid production plant with annual capacities of 180,000/350,000 tons, along with various auxiliary, utility, and environmental protection facilities. Product plan for Phase 1: 1.8 million tons per year of lignite coke, 0.097 million tons per year of sulfur, 25,000 tons per year of LPG, 203,500 tons per year of Light Coal Tar No. 1, 310,300 tons per year of Light Coal Tar No. 2, 9,600 tons per year of Coal-based Hydrogenated Oil No. 3, 30,700 tons per year of Fluidized Bed Q Hydrogenation Tail Oil, 45,760 tons per year of coal tar pitch, 80,000 tons per year of LNG, and 46,000 tons per year of hydrogen as an intermediate product (sent to the coal tar hydrogenation unit). Product plan for Phase II: 1.8 million tons per year of lignite coke, 80,000 tons per year of LNG, 180,000 tons per year of methanol, 350,000 tons per year of acetic acid; 51,800 tons per year of hydrogen as an intermediate product (supplied to the methanol plant), 473,100 tons per year of carbon dioxide as an intermediate product (supplied to the methanol plant), and 183,600 tons per year of carbon monoxide as an intermediate product (supplied to the acetic acid plant). The annual production of 6 million tons of clean and efficient comprehensive utilization of low-grade coal by Xinjiang Jiaguo Weiyee New Energy Co., Ltd. will be carried out in two phases. In the first phase of construction, facilities will be built with an annual production capacity of 3 million tons for the new-type pyrolytic upgrading of low-grade coal and the comprehensive utilization of waste gas, as well as LNG plants, coal tar hydrogenation units, and related auxiliary facilities. The second phase of construction will involve facilities with an annual production capacity of 3 million tons, including new technologies for the pyrolytic upgrading of low-grade coal, comprehensive utilization of waste gas, LNG production units, methanol plants for acetic acid production, as well as various supporting infrastructure. Upon completion of the entire project, it will be capable of producing 3.6 million tons of semi-coke per year, as well as nearly 600,000 tons each of naphtha, diesel, #3 coal-based hydrogenated oil, liquefied petroleum gas, and coal tar pitch.
