Completion Inspection of Shaanxi’s 1.8 million tons methanol and 700,000 tons polyolefins project Author/Source: Date: December 25, 2017 Clicks: 15 On December 21, the 1.8 million tons methanol and 700,000 tons polyolefins project undertaken by Shaanxi Pucheng Clean Energy Chemical Co., Ltd. successfully passed the completion inspection organized by Shaanxi Coal Group, marking the successful completion of the first phase of Pucheng Clean Energy’s 700,000 tons per year coal-based olefins production project. It is reported that by the early hours of December 19, the project had achieved its annual target of producing over 2 million tons of methanol. It is reported that the Pucheng Clean Energy and Chemicals project, involving 1.8 million tons of methanol and 700,000 tons of polyolefins, commenced construction in August 2011 and was completed and put into operation by the end of 2014. During the project construction phase, the relevant basic construction management procedures and requirements set by ** and Shaanxi Coal Group were strictly followed. Under the full supervision of the relevant departments in ** and the Provincial Petrochemical Quality Supervision Station, the project achieved a 100% quality compliance rate, no safety incidents, and a 100% contract fulfillment rate. Furthermore, all tasks related to fire safety, safety measures, protection against occupational diseases, soil and water conservation, environmental protection, document verification, and special inspections of project quality have been completed, and approvals from the relevant authorities have been obtained. Process of Pucheng New Energy’s 1.8 million tons/year methanol-to-olefins project: On November 20, 2014, the DMTO unit of Pucheng Clean Energy’s 700,000 tons/year coal-to-olefins project was handed over. On December 21, 2014, the feed trial run of the Pucheng Clean Energy DMTO unit was successful. On December 24, 2014, Pucheng Clean Energy Chemicals produced polymeric-grade propylene. On December 25, 2014, Pucheng Clean Energy Chemicals produced polymeric-grade ethylene. On January 4, 2015, Pucheng Clean Energy Chemicals successfully produced qualified polyethylene pellets. On the evening of February 3, 2015, feeding to Reactor C4 began, and on February 6 the entire C4 reprocessing process was operational, marking the successful commissioning of the world’s first DMTO-II unit in just one attempt. Kang Lu’an, manager of the Basic Construction Management Department of Shaanxi Coal Group; Yang Zhongxu, deputy chief engineer of the group company and deputy manager of the Basic Construction Management Department; members of Shaanxi Coal Group’s acceptance team, members of the company’s leadership team, as well as heads of relevant departments; and personnel from various construction units attended the completion acceptance meeting, which was chaired by Yang Zhongxu. At the meeting, the acceptance team listened to a report from the project owner on the progress of construction and trial production. Representatives from the design, construction, supervision, and testing agencies also spoke about the status of the project. Meanwhile, by inspecting the site and reviewing relevant documents, the acceptance team conducted a thorough evaluation of the project’s production systems, safety and fire protection measures, environmental protection facilities, project documentation, and fund utilization. They unanimously agreed that the company’s 1.8 million tons per year methanol and 700,000 tons per year polyolefin project met all the requirements for completion acceptance. It is reported that, after assessing the future trends of the market, Pucheng Clean Energy Chemical Co., Ltd. has planned an upgraded demonstration project for coal-to-olefins, as well as a second phase for the existing 700,000 tons per year coal-to-olefins facility. This second phase has been included in the **National Development and Reform Commission’s 13th Five-Year Plan for the innovative development of the modern coal chemical industry. The implementation of this project can effectively dilute the costs of the first phase and enhance the company’s overall competitiveness. By the end of 2014, Pucheng Clean Energy Chemical Co., Ltd. had fully completed the infrastructure construction for the 700,000 tons per year coal-to-olefins project; all the main chemical processing units were completed and handed over. On October 26, the first feeding of gas at 8.7 MPa was successful, intermediate product methanol was produced on November 29, and the DMTO unit was successfully fed in one go on December 21. On the 24th and 25th, qualified polymeric-grade propylene and ethylene were produced respectively, completing the entire production process. The 700,000 tons per year coal-to-olefins project of Pucheng Clean Energy Chemical Co., Ltd. is a new type of coal chemical project jointly invested in by Shaanxi Coal Group and Yangtze Three Gorges Group. It is located in the Pinglumiao Weibei Coal Chemical Industry Park, about 14 kilometers southeast of Pucheng County seat in Weinan City, Shaanxi Province, with a total investment of 20.926 billion yuan. Pucheng Clean Energy Chemical Co., Ltd. was established jointly by Shaanxi Coal and Chemical Industry Group and China Three Gorges Corporation in accordance with their strategic cooperation agreement.
