Several major projects there are working tirelessly throughout the winter to accelerate construction and keep up with the scheduled timelines, while also making efforts to get these projects up and running as soon as possible. The construction of the office buildings and living facilities in the temporary settlement area for Xinjiang Zhongtai New Energy Co., Ltd.’s 1.8 million tons per year coal-to-methanol project and 600,000 tons per year MTO project, as well as for Zhongtai New Materials’ 1.8 million tons per year coal-to-methanol and 600,000 tons per year MTO projects, has been completed. The 10KV high-voltage power supply system for construction purposes has also been put into use ; The approval documents for the coal-to-methanol project have been submitted to the Autonomous Region’s Development and Reform Commission, and efforts are underway to prepare reports on environmental impact assessment, water resource evaluation, and flood impact assessment. Meanwhile, for the high-performance resin project of Zhongtai Group, the core structure construction has been completed for nearly 50 facilities, including the central control room, laboratory building, electrolysis units, secondary brine systems, chlorine treatment and hydrogen chloride handling facilities, primary brine systems, purification systems, acetylene control rooms, slurry treatment systems, paste resin transformation substations, and power substations for the bulk polymerization process. It is planned to complete the construction of the foundations for 80% of the equipment in these areas by January 30, 2018. The 1.8 million tons per year coal-to-methanol project of Xinjiang Zhongtai New Energy Co., Ltd. has a total investment of 12.08 billion yuan; the production capacity is 1.8 million tons per year of methanol, which is used as a raw material in the coal-based new materials development project carried out by Xinjiang Zhongtai New Materials Co., Ltd ; The total investment for the coal-based new materials upgrading demonstration project is 8.863 billion yuan, with a production capacity of 400,000 tons per year of polypropylene and 300,000 tons per year of high-density polyethylene. The main components of the project include a methanol-to-olefins plant (comprising a methanol-to-olefins unit, an olefin separation unit, and an olefin cracking unit), a polypropylene production plant (including an additive feeding system, a catalytic activation system, multi-zone loop reactor polymerization, polymer degassing and monomer recycling, polymerization of impact-resistant polymers, polymer degassing and ethylene stripping, polymer vaporization and tail gas recovery, additive feeding and extrusion granulation, monomer purification, etc.), and a high-density polyethylene plant (including catalyst preparation, monomer purification, polymerization reactions, hydrogen recovery and purification, polymer degassing, and extrusion granulation). The utility and auxiliary systems include refrigeration, air compression (air separation), circulating water stations, central control and testing facilities, and maintenance services. Environmental protection facilities include wastewater treatment systems and flare units. Construction scale and main components of the Tianyu Coal Chemical Industry Project: Phase 1 involves an annual production capacity of 1.2 million tons of semi-coke, 300,000 tons of coal tar hydrogenation products, along with related supporting facilities ; Phase II will have an annual production capacity of 1.5 million tons of semi-coke, along with related supporting facilities, thereby creating a circular economy industry that integrates the processes of raw coal – upgraded coal – coal tar – coke oven gas – hydrogen production – and coal tar hydrogenation. The project is scheduled to be completed and put into operation in 2018. The 5 million tons per year clean and efficient comprehensive utilization project for coal classification at Tianyu Coal Chemical was launched in April 2013; however, the project had to be halted in February 2015 due to banks stopping loans and resulting financial difficulties. On January 24, 2017, Zhongtai Group signed a strategic cooperation agreement with Tianyu Coal Chemical; the scope of this cooperation included Tianyu Coal Chemical, Yutian Coal Industry Co., Ltd. in Tuoxun County, and Panji Coal Industry Co., Ltd. in Tuoxun County. The construction projects for the Yutian Coal Mining and Panji Coal Mining facilities resumed after the Spring Festival in 2017. The Toksun Clean Energy Cogeneration Project of Xinjiang Energy Group has had its preliminary environmental impact assessment, energy assessment, safety assessment, occupational health assessment, water resource evaluation, and soil and water conservation studies commissioned. An assessment of the structures on the site is currently in progress, and the EPC contractor has entered the site to develop plans for the renovation of those structures. On July 1, 2017, the groundbreaking ceremony for the Toksun Clean Energy Cogeneration Project of Xinjiang Energy Group was held at the Yilahu Circular Economy Industrial Park in the Toksun Industrial Park. The project was invested and constructed by Xinjiang Energy Group Toksun Clean Environmental Protection Technology Co., Ltd. This company was established through a joint investment by Xinjiang Energy Group, Xinjiang Runtian Technology, and Shenwu Environmental Protection; the registered capital of this joint venture is 300 million yuan. Shenwu Environmental Protection contributes 57 million yuan in cash, accounting for a 19% stake. The clean energy cogeneration project of Xinjiang Energy Group in Toksun County is carried out in two phases. The first phase requires an investment of 2.862 billion yuan, with a total capacity of 3 million tons per year for coal pyrolysis and 350,000 tons per year for coal tar hydrogenation. The construction includes coal pyrolysis units, pyrolysis gas purification systems, hydrogen production units, defenolization and deammonification units, coal tar hydrogenation units, as well as the associated utility systems and auxiliary facilities. The project utilizes Shenwu Environmental Protection’s preheating furnace pyrolysis technology, and by taking advantage of the local abundant coal resources, it achieves the clean utilization of these resources on a differentiated and graded basis. The target products are semi-coke, No. 1 light oil, and No. 2 light oil, all of which have strong market demand in the region. The Tuoxun Energy and Heavy Chemical Industry Park was established in December 2006 with the approval of the People’s Government of the Xinjiang Uygur Autonomous Region as a park at the autonomous region level. Since 2013, the park has gradually developed an industrial structure centered on coal-based power and chemical industries, new energy equipment manufacturing, and new types of building materials. Successive introductions have seen group enterprises such as Shengxiong Energy, China Huadian, Shenhua Group, Xinjiang Energy, Zhongtai Chemical, Tianyu Coal Chemical, Heishan Carbonization, Trina Solar, Goldwind Science & Technology, Turpan CRRC, and CRRC Yongji Motors establish operations in Tuoxun. The coal, electricity, salt, and chemicals circular economy project of Mahatma Energy Co., Ltd. has a total investment of 11 billion yuan; it produces 600,000 tons of PVC, 440,000 tons of caustic soda, 2.4 million tons of cement, 1.2 million tons of calcium carbide, 2.1 million tons of lime, and 2.75 million tons of lignite per year. It also generates 4.2 billion kWh of electricity, with a total output value of 7 billion yuan ; The coal-based cogeneration project of Shenhua Xinjiang Turpan Coal Chemical Company has a total investment of 5.36 billion yuan; it produces 1.8 million tons of semi-coke, 210,000 tons of diesel, 240,000 tons of naphtha, and 40,000 tons of liquefied gas per year, with an overall output value of 3.6 billion yuan.
