On December 30, 2016, the construction of a project in Hebi City, Henan Province, aimed at the comprehensive utilization of 1.5 million tons of coal tar/coal pitch per year, began. The project relies on core technologies provided by Beijing Sanju Environmental Protection New Materials Co., Ltd. and Beijing Huashi United Energy Technology Development Co., Ltd., with Hebi Shitong Green Energy Petrochemical Technology Development Co., Ltd. being responsible for the construction of the project. The project is located in Hebi, Henan, and its construction includes 10 units for processes such as pretreatment, coal tar suspended-bed hydrogenation, mixed aromatics production, lubricant synthesis, and catalytic coal gasification. The total investment in the project is 7.2 billion yuan, with completion and operation expected in 2019.
The main components of this project include a 1.5 million t/a raw material pretreatment unit, a 1.2 million t/a slurry bed hydrogenation unit, a 200,000 t/a isomerization dewaxing unit, a 300,000 t/a fuel oil hydroprocessing unit, a 72,000 t/a coke-based hydrogen production unit, a 100,000 t/a dry gas and liquefied gas desulfurization unit, and a 10,000 t/a sulfur recovery unit; in addition, environmental protection facilities for treating wastewater, waste gas, and solid waste are built on-site. The production process involves using purchased coal tar and coal pitch as raw materials, along with a suspension-bed hydrogenation process; the hydrogen required for hydrogenation is produced through pressure gasification using a Ruhr process with coke as the raw material. The product plan includes: 699,400 tons per year of clean fuel oil, 432,600 tons per year of clean light fuel oil, 143,600 tons per year of lubricant base oil, 21,600 tons per year of high-grade solvent oil, 50,000 tons per year of phenol oil, 18,500 tons per year of No. 7 white oil, 54,100 tons per year of liquefied gas, 35,600 tons per year of LNG, 34,500 tons per year of shaped asphalt, 9,400 tons per year of sulfur, 15,100 tons per year of liquid ammonia, and 35,700 tons per year of dry gas. The project’s water supply relies on the water plant in the industrial cluster and the reclaimed water from the industrial cluster’s sewage treatment plant, while its heating is provided by the power center to be built in the industrial cluster. The total investment for this project is 6.779 billion yuan.
