The Shenhua Direct Coal Liquefaction Project, located in Yijinhuoluo Banner, Ordos City, is the world’s first large-scale industrial facility for direct coal liquefaction, built with investment from the Shenhua Group Company. It is one of the key projects of the **15th Five-Year Plan**. The Shenhua coal direct liquefaction project mainly consists of three parts: coal liquefaction, upgrading of the liquefied oil, and hydrogen production. The total investment in the project is 25 billion yuan, with a production capacity of 5 million tons of oil products per year. The project was approved by the **Planning Commission in September 2002, and the overall basic design for the plant was completed in December 2003. The initial investment for the project is 15 billion yuan, with an annual production capacity of 1.03 million tons of petroleum products, mainly including diesel fuel for vehicles, naphtha, liquefied gas, and other such products; the by-products include industrial crude phenol and industrial sulfur. After years of hard work on construction, a successful trial run was carried out on December 31, 2008, with the material fed in at once. In a congratulatory message on the successful commissioning of the coal-to-oil plant, the Ministry of Industry and Information Technology of the State Council stated that \"the successful operation of this industrial-scale facility for direct coal liquefaction represents a milestone in China’s coal-to-oil technology; it marks China as the first country in the world to master the key technologies required for million-ton-scale direct liquefaction projects. This development is of great significance for enhancing China’s capacity for scientific and technological innovation and its ability to ensure its own energy supply, as well as for pursuing an industrialization path with Chinese characteristics.\"
