To ensure the seriousness and fairness of the review process, the basic information regarding the environmental impact assessment document to be reviewed will be made public, with the public display period running from July 24, 2017, to July 28, 2017 (5 working days). The 4 billion cubic meters per year coal-to-natural gas project of Inner Mongolia Huaxing New Energy Co., Ltd. is located in the Shanghai Miao Energy and Chemical Industry Base in Etokeqian Banner, Ordos City, Inner Mongolia Autonomous Region, with Inner Mongolia Huaxing New Energy Co., Ltd. as the project developer. The project uses local coal as raw material and employs production processes such as pressurized gasification of coal, purification, and methanation to manufacture products like 4 billion cubic meters per year of synthetic natural gas. The construction contents mainly include: (1) Main plant: 10 production units such as air separation, coal preparation, gasification, shift reaction, low-temperature methanol washing, methanation and drying, gas-water separation, phenol and ammonia recovery, sulfur recovery, refrigeration, and air separation. (2) Utility systems: circulating water system, heating station, flare system, etc. (3) Storage and Transportation Engineering: storage of raw/fuel coal, tank farms, warehouses, etc. (4) Environmental protection projects: sewage treatment plants, reclaimed water treatment systems, brine recovery and evaporation crystallization systems, boiler flue gas treatment facilities, etc. The total investment for the project is 24.434 billion yuan, of which 2.839 billion yuan is allocated to environmental protection measures, accounting for 11.6% of the total investment. Product plan: The output of synthetic natural gas from the main product is 50.66×104 Nm3/h, which equals 1215.8×104 Nm3/day and 40.527×108 Nm3/year. If the owner carries out the construction themselves and hires truly skilled professionals in the industry to oversee the project process, such costs are still unnecessary in the current market conditions
