Sijian Company completed the construction of the central control room for the Zhongan United Coal Chemical Project on schedule. Author/Source: Date: 2019-03-05 Clicks: 4 On February 28th, the central control room for the Zhongan United Coal Chemical Project, built by Sijian Company, was delivered as planned. This is another commissioning area following the 110kV substation and OCC unit of this project; it is also the first commissioning unit for the Zhong’an project of Sinocon Construction in 2019. The on-time delivery of the central control room not only fulfilled the commitments made to the owner, but it also boosted morale and strengthened confidence regarding the on-time completion of the project’s flare system and wastewater treatment facilities! The central control room of the Zhong’an United Coal Chemical Project is different from facilities such as the OCC, flares, and sewage treatment plants; it serves as a key location for the centralized monitoring and control of the plant’s processes, instruments, and telecommunications systems. It also represents the plant’s characteristics of intelligence and integration. In the control room, there are over 200 operation panels in the main control hall alone, with another 100 or so panels in the various centralized control cabinets. Additionally, a video conference room for the entire plant is available, serving as a centralized workplace for the process engineers responsible for operating the various units; the standards here are stricter compared to those in the unit areas. To ensure the timely and smooth completion of 2.28, through consultation among the leaders of SEI, the project branch, and the relevant owners’ departments, the owner’s inspection time was set for the evening. On the morning of February 28, an acceptance team composed of engineers from Sinopec Zhong’an Supervision Station and the supervision unit’s various specialty teams, under the organization of the project’s branch office, completed the final acceptance of the physical structure of the central control room as well as the relevant documentation prior to their handover. At 18:30 on February 28th, more than 20 people, including leaders from various departments of the owner, project managers, supervisors, and engineers from different specialties, arrived at the central control room on time to begin the preliminary inspections prior to the handover. Two hours later, all inspection tasks were completed. After the acceptance was completed, the head of the owner’s acceptance team gave high praise to the progress and quality of the electrical, instrumentation, and telecommunications works carried out by Sijian Electric & Instrumentation. He emphasized on several occasions that the construction of the central control room must be carried out in strict accordance with Sinopec’s \"nine completions and five handovers\" standards, so as to ensure a turnkey project that serves as a model for all participating units to follow. The on-time delivery of the central control room for the Zhong’an United Coal Chemical Project not only creates the conditions for remote monitoring of the various processes in the units that have been put into operation so far, but also lays the foundation for centralized control of the entire plant in the future.
