According to Sinochem New Network, on February 2, the fifth session of the 14th Shanxi Provincial People’s Congress was held in Taiyuan, where Lu Dongliang, the governor of Shanxi Province, delivered a government work report. Lu Dongliang pointed out that during the 14th Five-Year Plan period, Shanxi made efforts in building the \"five major energy bases\", including modern coal chemical industry demonstration bases, and achieved fruitful results through innovation-driven development. In the future, Shanxi will continue to foster and strengthen emerging key industries such as modern coal chemical industry, vigorously promote energy transformation, focus on driving industrial upgrading, and comprehensively advance high-quality development. Lu Dongliang noted that during the 14th Five-Year Plan period, Shanxi’s energy revolution advanced further, with the cumulative production of unconventional natural gas reaching 75 billion cubic meters. Innovations in coal-based technology are emerging in large numbers; the technology related to circulating fluidized bed boilers is world-leading, and the market share of Jinhua’s gasification product line across China exceeds 50%. The pace of industrial transformation is accelerating, with advanced coking capacity accounting for 100%. Innovation has yielded fruitful results, with breakthroughs achieved in new technologies and products such as T1000 carbon fiber. “During the 14th Five-Year Plan period, Shanxi also implemented projects in 11 key areas such as coal chemicals and coalbed methane, thereby advancing energy transformation. Lu Dongliang explained that during the 15th Five-Year Plan period, Shanxi will push the coal industry to move from a low-end to a high-end level, and coal products to evolve from basic fuels to high-value products ； Make efforts to promote industrial upgrading, accelerate the pace of new-type industrialization, optimize and improve traditional industries such as coking, and foster the growth of emerging industries ； The plan is to reach 30 billion cubic meters of unconventional natural gas production by 2030, in order to create an industry chain worth hundreds of billions. Lu Dongliang emphasized that this year, Shanxi will actively explore ways to make the most of high-quality and rare coal varieties in the development of modern coal chemical industries, as well as strategies for strategic stockpiling. The province will accelerate the construction of projects related to coal-based olefins, the selective and graded utilization of low-grade coal through pyrolysis, and the deep processing of by-products from coking. It will also expand the markets for applications such as T800 and T1000 carbon fibers, aiming to establish a leading domestic industry for high-performance carbon fibers ； In advancing the development of unconventional natural gas, efforts are being made to accelerate reserve expansion and production increases, as well as to promote the construction of projects such as the Dajiji coalbed methane field, with the goal of achieving a production volume of over 20 billion cubic meters. At the same time, comprehensive utilization of gas at all concentrations is being promoted, in order to establish a complete industrial chain that covers exploration and development, storage and transportation, as well as equipment manufacturing ； In advancing industrial upgrading, efforts are being made to accelerate the improvement of industries such as coking and chemicals, thereby promoting low-carbon development and the production of higher-value products.
