To enable the facilities to start operating as soon as possible – A report on the resumption of construction of three major projects by Xinjiang Zhongtai Group/Author/Source: China Chemical Industry News Date: 2019-03-25 Clicks: 18 Recently, the Toksun Energy and Chemicals project, with a total investment of 10.1 billion yuan and an annual production capacity of 300,000 tons of high-performance resins, the Zhongtai Petrochemicals project with an annual production capacity of 1.2 million tons of PTA, and the Tianyu Coal Chemicals project with an annual production capacity of 5 million tons of coal that can be utilized in a clean and efficient manner, all resumed construction at the same time. According to a responsible official from the Engineering Management Department of Zhongtai Group, these 3 projects were suspended due to low winter temperatures; once work resumes, construction will be accelerated, with completion and commissioning scheduled for October 30 this year, June 30, and July, respectively. To ensure the early completion and operation of these 3 projects, Zhongtai Group has taken proactive actions. Construction has begun on site. The Zhongtai Petrochemical project, with an annual production capacity of 1.2 million tons of PTA, involves an investment of 4.8 billion yuan. It fills a gap in Xinjiang’s textile, apparel, and fiber industry, and is considered a key project under construction by the Xinjiang Uygur Autonomous Region and the Zhongtai Group. Entering the PTA project with an annual production capacity of 1.2 million tons, industrial gray factory buildings are arranged in an orderly manner, while yellow tower cranes wait to be activated. Gao Yuan, a 48-year-old welding technician, is at the site where project process pipelines are being processed. Holding a welding gun and wearing a mask, he welds meticulously, sparks flying everywhere in the area. To complete the project construction objectives on schedule and with high quality, the PTA project constructor must finish the prefabrication of process pipelines by May 30. To this end, the project department, the supervision unit, and the construction unit took action immediately after the Spring Festival. They established a welder examination center at the beginning of the project’s resumption, requiring all welders to pass an entry examination before they could work on site. At the same time, welders at the project site are provided with training in professional theoretical knowledge, practical skills, and welding of pipes made from different materials and of various specifications, in order to further improve their skill levels and enhance the quality and speed of welding work on site. Stricter safety management measures have been implemented. It is understood that the Tianyu Coal Chemical Project, which involves an investment of 1.5 billion yuan and is designed for the clean, efficient, and comprehensive utilization of 5 million tons of coal per year, will be built in two phases. In the first phase, the output will be 1.2 million tons of semi-coke per year, along with 300,000 tons of coal tar hydrogenation products and related supporting facilities; in the second phase, the output will be 1.5 million tons of semi-coke per year, along with additional supporting facilities. Once completed, this project will provide employment for over 500 people. Ding Mingshan, general manager of Tianyu Coal Chemical Company, said that in 2019, as various construction projects were being carried out, construction quality and safety were given top priority. Through advance planning and ongoing supervision, strict controls were applied to the quality of all equipment required for the construction. Project site management systems, construction safety systems, and equipment quality systems were established, thereby laying a solid foundation for the project development. Cai Jin and Li Fuqiang, who have been working on steel structure bundling in Xinjiang for 3 years, are wrapping wire around the rebar; with a skillful twist of the hook, the wire is securely tied to the rebar. Cai Jin said that safety management at the site is very strict; certificates such as those for special operation personnel are subject to verification, and safety protective equipment worn by the workers on site is also checked carefully, with everyone wearing it as required throughout their work. Preparations for production are in full swing. The Toksun Energy Chemicals project, which involves an investment of 3.8 billion yuan, aims to produce 300,000 tons of high-performance resins per year, and it is designed to become the first intelligent factory model for the Zhongtai Group. To further enhance automation and digitalization, the project department implemented over 130 process technology optimizations based on actual conditions, **increasing the intelligence level of the facilities. In the large conference room of the quality inspection building at the chlor-alkali plant, Go Zhaoliang, a technical specialist from the high-performance resin project equipment room, is providing training on the basics of centrifugal pumps to nearly 100 new trainees. “At present, there are over 600 new employees working on the high-performance resin project. To ensure smooth operation by the end of this year, in addition to recruiting and training key technical personnel, we are making great efforts to provide training for these new employees as well. ”Li Fuyong, deputy general manager of Toksun Energy Chemical Company and deputy director of the chlor-alkali plant, said that currently more than 500 trainees are undergoing relevant supervision and training at Zhongtai Group. To ensure that the training achieves the desired results, the Tuoxun Energy Chemical Chlor-Alkali Plant has established detailed training management and scoring systems, as well as training outlines and matrices for new employees, and has developed training plans based on these outlines. In addition to regular on-the-job training, emergency response drills are also conducted periodically to enhance the trainees’ safety awareness and skills.
