To thoroughly implement the decisions and arrangements made by the Municipal Party Committee and the Municipal ** regarding the development of “four bases, one high level, and one large scale” strategic emerging industries, to expedite the growth of the new-type coal chemical industry, and to create a model area for the transformation and development of resource-based cities nationwide, the Research Office of the Municipal ** formed a research team to conduct in-depth investigations at the new-type coal chemical industry base, with the aim of gaining a better understanding of the current situation, clarifying development strategies, and promoting further progress. I. Development History and Current Status of New Coal Chemical Industry Bases Looking back at the 14-year development of these new coal chemical industry bases, three main stages can be identified: The first stage was the initiation phase (2005–2009): In 2005, the provincial government approved coal coking projects to be part of the flagship initiative for reviving the economy in northern Anhui. Huaike Group has commenced construction on a number of projects, including Linhuan Coking Plant, Linhuan Zhongli Power Plant, and Linhuan Water Services. In December 2009, the municipal Party committee and government submitted an application to the provincial authorities to establish the Linhuan Industrial Park. The second is the preparatory phase (2010–2015): In 2010, the People’s Government of Anhui Province approved the establishment of a provincial-level industrial park ; In February 2011, the municipal Party committee and government issued the \"Decision on Accelerating the Development of Huaibei Linhuan Industrial Park\" (Huaifa [2011] No. 4), providing strong policy support for the construction and development of the industrial park ; In March 2012, it was approved by the **Ministry of Industry and Information Technology as a \"Coal-Coke-Chemicals-Electricity-Materials Circular Economy Demonstration Park\"” ; In December 2013, the People’s Government of Anhui Province approved Linhuan Industrial Park as one of the province’s four major chemical industry bases ; In April 2015, it was officially renamed the Anhui (Huaibei) New Coal Chemical Synthesis Materials Base. Third is the acceleration phase (2016 to the present): Since the city’s eighth Party congress, the municipal Party committee and government have regarded the new coal chemical industry base as an important tool for the transformation of this resource-based city. They have focused on improving infrastructure, expanding industrial chains, fostering innovation, and enhancing quality and efficiency, with the goal of developing a carbon-based industry worth hundreds of billions. This has led to a new wave of project construction and industrial upgrading, marking a new chapter in high-quality development. During this period, the area was repeatedly named one of the “Top 10 Potential Chemical Industry Parks in China” by the China Petroleum and Chemical Industry Federation. At present, the built-up area of the base covers 5 square kilometers, and it is home to 11 enterprises operating at an industrial scale, including \"one of the largest in Asia and three of the largest in China\", namely: the largest coal washing plant in Asia ; Linhuan Coking Co., Ltd., the largest independent coking enterprise in the country; Linhuan Zhongli Power Plant, which generates electricity using coal gangue; and a base for processing coal gangue into building materials. In 2018, the new coal chemical industry base achieved an industrial output value of 20.4 billion yuan, a 20% increase on a year-on-year basis ; Sales revenue reached 22 billion yuan, a year-on-year increase of 8.5% ; The industrial added value amounted to 4.2 billion yuan, a 17% increase on a year-on-year basis, indicating that it has entered a phase of rapid development. Looking at the development of new coal chemical industry bases, the following characteristics are evident: first, the infrastructure is becoming increasingly improved. In recent years, the S203 fast track for the coal chemical industry has been completed and opened to traffic. An 11-kilometer road network, including the North Ring Road of the base, the Linbai Road section within the park, Phase I of Innovation Road, Huaixing Road, and Huairen Road, has also been finished. Meanwhile, construction of a dedicated railway line and Han Village Port is progressing rapidly, further enhancing external transportation accessibility ; The Huai River Water Diversion Project has been completed and put into operation, providing a solid guarantee for industrial water use ; Phase 1 of the resettlement housing (Madian Happy Home), the enterprise incubator, the lighting and curb improvement projects on Base North Road, the Industrial Avenue project, and the Menggou landscape improvement project have all been completed, enhancing the image of the base. Second, the momentum for attracting investment is strong. Focusing on key regions such as Jiangsu, Shandong, Shanghai, and Zhejiang, efforts are made to carry out industrial investment promotion, targeted investment attraction, and activities to attract investors through existing businesses. Establish mutually beneficial development mechanisms with associations and research institutions such as the Sinopec Federation, Shanghai Chemical Industry Association, Shanxi Coal Chemistry Institute of the Chinese Academy of Sciences, and Tianjin University. Improve the evaluation mechanism for enterprises entering the park and strictly control project admission. Since 2018, a large number of environmentally friendly projects featuring high technological content and low energy consumption have been launched, including million-ton carbon-based new materials, Unide initiators, Tiancheng New Materials, and Orion special carbon black. At present, focus is being given to 4 investment attraction projects with a total investment of 9.82 billion yuan. These include the integrated project for aromatic and light hydrocarbon new materials by CITIC Guoan Group, the 300,000-ton methacrylic acid (MMA) project in Shandong, the MMA project by Xuyang Group, and the amino acid project in Wuxi Jinghai. Active negotiations are underway to advance these projects. Third, project construction is being accelerated. There are 10 projects under construction at the base, with a total investment of 3.02 billion yuan. Civil engineering work and equipment installation are currently in progress, and these projects will be completed and put into operation one after another in the near future. Once operational, they are expected to generate an output value of around 10 billion yuan. There are 12 new projects under construction, with a total investment of 7.56 billion yuan. Current efforts are being made to complete the preliminary procedures such as safety assessments, environmental impact evaluations, and energy assessments; once operational, these projects are expected to generate an output value of around 20 billion yuan. A new round of project construction at the base has begun, sparking enthusiasm; the total output value in 2020 is set to exceed 30 billion yuan, with the goal of reaching 50 billion yuan. Fourth, industrial upgrading is ready to take off. With the establishment of a number of projects with high technological content and added value, especially the 500,000-ton methanol project, which serves as a starting point for carbon-based new material projects, this will provide support at the source for downstream industries. It will facilitate the transformation of coal products from industrial fuels into chemical raw materials, further extending the industrial chain and increasing its added value. This approach will enable full utilization of coal, the refinement and deepening of the industrial chain, and the development of the industry to a higher level. As a result, the agglomeration effect, the level of development, and the quality of the industry in this area will improve significantly. II. Main Restricting FactorsAfter a decade of painstaking efforts, the new coal chemical industry base has entered a crucial period characterized by extensive investment attraction, large-scale construction, and significant development. It is progressing well, with continuous improvement in quality; it has already gained a certain level of recognition and influence both nationally and provincially. However, it must be clearly recognized that, compared with the domestic regions that developed earlier, there are still some gaps in its overall level, and the factors restricting the transformation and upgrading of coal chemical bases remain. These are mainly reflected in: (1) The scale of these bases is not large enough, with a shortage of large-scale and key projects. On a national scale, compared with modern chemical industry demonstration zones of hundreds of billions in scale such as Ningdong in Ningxia, the Shanghai Chemical Industry Zone, the Nanjing Chemical Industry Zone, and the Daya Bay Chemical Industry Zone in Huizhou, new coal-based chemical industry bases are relatively underdeveloped, showing certain gaps in terms of industrial concentration as well as quality and efficiency. From a provincial perspective, Huainan City, leveraging its own resource advantages, is promoting the development of a coal chemical industry base, striving to create an important platform for urban transformation and development. In particular, the Zhongan United Coal Chemical Integration Project, with a total investment of 26.7 billion yuan in its first phase, is about to go into operation, which will further expand the scale of its coal chemical manufacturing base. Anqing High-Tech Zone (formerly the Anqing Chemical and New Materials Industry Cluster) focuses on further extending the industrial chains around leading petrochemical enterprises, with an emphasis on developing the new materials and biopharmaceutical industries. In 2018, the total output value of the zone was nearly 100 billion yuan, of which the output value from the new materials and biopharmaceutical industries accounted for almost 30 billion yuan. From a city-wide perspective, among the 10 ongoing projects at the new coal chemical industry base, only two projects—Tiancheng New Materials and Zhuorun Adipic Acid and Caprolactone—have an investment volume exceeding 500 million yuan. In 2019, out of the 12 newly launched projects, six had an investment amount over 500 million yuan; of these, four projects fell in the 500 million to 1 billion yuan range, while two projects required an investment between 1.1 billion and 2 billion yuan. Overall, the scale of the projects is still not large enough, and their driving effect is insufficient. (II) The pace of infrastructure development is relatively slow. First, the progress of comprehensive utility tunnel construction is not satisfactory. An integrated utility tunnel is an essential infrastructure that provides comprehensive services for coal chemical industrial bases and promotes the intensive and efficient development of these industries; to build first-class coal chemical industrial bases, it is necessary to have well-developed integrated utility tunnels. Currently, due to two unsuccessful bidding processes, the construction progress of the utility tunnel in the coal chemical industry base has been relatively delayed, resulting in postponed commissioning dates for some projects. For the Anhui Tiancheng New Materials project, the original plan was to complete the main construction by March 2019, finish equipment installation and start trial production by June. However, due to reasons such as the delayed completion of the utility tunnel and the temporary inability of the Zhongli Power Plant to supply gas, the timeline for the company to begin operations was also postponed accordingly. Second, important supporting facilities are incomplete. The construction progress of some key supporting projects is not in sync with that of the industrial projects. Of the 10 industrial projects under construction at the base, 6 are scheduled to begin trial production by the end of June this year, but the environmental protection emergency drainage project will not be completed until November. The hazardous chemicals logistics park, the comprehensive service center, and the fire station will be finished by the end of this year, while the Suez solid waste project is expected to start construction by the end of September this year. Third, the living service facilities are inadequate. The base is located 50 kilometers away from the city center, and the surrounding area is rural; as a result, the facilities for daily necessities and commercial services are inadequate, which affects the quality of life for the staff working at the base and thus reduces its attractiveness as a place for recruitment. (III) Constraints on production factors are relatively evident. “Regarding the human resource aspect, during the field investigations, some enterprises reported to the research team difficulties in recruiting staff. Despite the measures taken by the base management committee, such as establishing platforms for school-enterprise cooperation and online recruitment systems as well as holding job fairs, these efforts are still not sufficient to meet the enterprises’ needs for mid-to-senior level talent. Due to differences in ownership structure and performance, base enterprises have varying wage standards, which leads to some workers from state-owned enterprises moving to private enterprises. The stability of the workforce also puts a test on the management capabilities and production stability of these enterprises. “In terms of land, issues such as the completion of demolition work, an inverted scale for construction land, and delays in the approval of projects in old areas may affect the timely commencement of certain construction projects. Currently, the base has no available land quotas. The new projects are expected to cover an area of 2,500 mu, resulting in a shortfall in quotas. “In terms of water resources, the per capita amount of water in our city is only 2/5 of the provincial average, and less than 1/5 of the national average. With the rapid development of urban industry and economy, industrial water consumption has increased significantly. Over-extraction of groundwater has occurred, affecting water supply security; consequently, the price of industrial water supplied by water utilities remains relatively high. Currently, it is preliminarily estimated that once all the projects under construction at the base as well as those aimed at attracting investment are operational, the daily water demand will be 82,000 tons, accounting for more than one-third of the base’s maximum daily water supply capacity. Projects such as coal-to-methanol and coal-to-olefins that the base plans to launch will consume large amounts of water, which conflicts with the current shortage of water resources in our city. “In terms of energy consumption, with the increasing number of enterprises setting up operations, additional energy demands are gradually emerging. It is estimated that the total increase in energy consumption will be nearly 2 million tons of standard coal. Specifically, the methanol project will contribute 768,000 tons of standard coal; the Oerlikon project will add 240,000 tons; the methyl methacrylate project by Xuyang Group will account for 160,000 tons; and the series of polymethyl methacrylate projects by Anhui Taihongxiang will result in an additional 150,000 tons of standard coal consumption. “During the 13th Five-Year Plan period, the province assigned to our city an increase in total energy consumption of 870,000 tons of standard coal. The energy consumption of the 1.35 million kilowatt **pilot project at Pingshan Power Plant alone reached 920,000 tons of standard coal; therefore, the increase quota allocated by the province was not sufficient to support the construction of these industrial bases, resulting in significant pressure regarding energy consumption. “In terms of funding, the coal chemical industry base incurred fiscal expenditures of 900 million yuan in 2018; this year, the municipal government allocated 300 million yuan, while 200 million yuan was raised through internal funds. With substantial investments in infrastructure, funding has become relatively tight. (IV) The product structure is simple, the industrial chain is short, and the level of technological content is low. A coal chemical industry chain has initially taken shape within the base: The raw coal produced from the mines in the surrounding area, after being processed at the Linhuan coal washing plant, is used as raw material for the Linhuan coking plant. By-products such as coal slurry, medium coal, and gangue are sent to the Zhongli Power Plant as fuel for electricity generation. Xinyu New Building Materials uses coal gangue as raw material to produce sintered bricks. The crude benzene produced by the Linhuan coking plant is sent to Zhuotai Chemical for the production of chemical products such as triphenyl compounds. However, the methanol, ammonium sulfate, benzene derivatives, coal tar, and other products manufactured at these bases are all primary basic chemical raw materials. Their industrial chains are short, resulting in low added value; the integration and scalability of these industrial chains are weak, there is a lack of cluster effects, and no distinct core competitive advantages exist. The coal chemical industry in this base is still in the initial stages of industrialization; the overall level of technology and equipment is not high, R&D capabilities are relatively weak, and there is a lack of high-end technical products in the downstream sector. Additionally, price fluctuations of chemical raw materials in the market are significant, leading to unstable corporate profits and posing certain risks to business operations. (5) There are still weaknesses in environmental protection and safety. The coal chemical industry features numerous and complex production processes, high energy consumption per unit of product, and tends to generate large amounts of industrial waste. With **environmental policies and standards becoming increasingly stringent, the base must achieve the “zero emissions” goal; otherwise, it will be difficult to pass the environmental impact assessment.** At present, the brine treatment and solid waste treatment facilities at the base have not yet been put into use; the level of comprehensive utilization of the three types of waste is low, posing a risk to the environment. The base is equipped with numerous chemical production facilities, holds large quantities of hazardous materials, and has a high number of major hazard sources. The enterprise uses flammable and explosive substances in its operations, and a certain amount of raw materials are toxic. At present, the resources for safety supervision, fire protection, and traffic safety management within the base are not fully adequate to keep up with the base’s rapid development. III. Development Strategies and Policy Recommendations The new coal chemical industry base holds the promise for the transformation and growth of our city; it serves as the main battlefield and driving force for building an industrial powerhouse. It possesses tremendous potential for rapid development and advancement. It is essential to broaden our perspectives, aim for excellence, seize opportunities, and persistently push forward with the optimization and upgrading of this industry. We must make significant efforts to accelerate planning and construction, deepen reforms and innovation, improve the development environment, explore paths for the high-end, differentiated, and refined development of carbon-based new materials industries, and foster a carbon-based chemical materials industry sector worth hundreds of billions. The goal is to establish a new coal chemical synthesis materials base that ranks among the best in the province and has significant influence nationwide, striving to become a **-level energy and chemical industry base. Opportunities ahead. With rising domestic energy prices and an increased economic substitutability of coal resources, this situation presents significant benefits for the coal-based chemical industry. The development of downstream industries such as fine chemicals and new chemical materials, which are driven by coal chemistry, is progressing well. The province has designated our city’s coal chemical industry base as one of the four major chemical industry bases in the province; its development momentum in recent years has attracted attention at the provincial level, and it will receive more policy support. Due to limitations in factors of production, environmental capacity, and development space in the Yangtze River Delta region, and particularly as a result of the 3.21 explosion accident in Xiangshui, Jiangsu, the chemical industry there has begun to transform, with many chemical companies planning to relocate to the central and western regions. Our city, on the other hand, boasts significant advantages in terms of resource endowments, geographical location, business environment, and supporting services, making it well-suited to take on these industries. Challenges faced. Looking at the domestic situation, regions such as Inner Mongolia, Shanxi, and Ningxia have an early start in their energy and chemical industries, which have reached a certain scale. Places like Ordos have a larger economic volume, greater recognition, and stronger overall competitiveness than our city, which can lead to a \"siphon effect\". In the developed areas along rivers and coasts, chemical industry park clusters are well-established, with complete supporting facilities and excellent transportation conditions, which makes them attractive to high-end talent in the chemical sector. Within the province, Huainan City has also been making significant efforts to develop the coal chemical industry as well as downstream new material industries in recent years. Our city shares similar basic conditions with Huainan, has a similar industrial structure, and thus there is competition between them. Furthermore, increasingly strict environmental policies and heavy safety oversight requirements impose certain pressures on the development of the base. Our city should fully take advantage of the development characteristics of the coal chemical industry at this stage, leverage its strengths while mitigating its weaknesses, and accelerate the development and growth of this industry. (1) Strengthen top-level design to create industrial hubs. First, adhere to planning guidance. Building on the existing industrial development directions of the base, and taking into account factors such as the market, upstream and downstream industrial chains, safety and environmental protection, as well as functional layout, efforts should be accelerated to formulate the \"Anhui (Huaibei) New Coal Chemical Synthesis Materials Base Industrial Development Plan (2018-2025)\". Improve the overall plan for the base, and promptly carry out the revision of the land use plan for Suixi County, so as to ensure that the plan is in line with the development plans of the base, and that the functions of the base are coordinated with those of other functional areas. Second is to improve infrastructure. Accelerate the development of the road network within the base, and strive to include the coal chemical industry expressway in the province’s highway network. Apply for a dedicated railway line for the transport of hazardous chemicals to enhance the cost advantage in product transportation. Fully advance the construction of Hancun Port to enhance water transportation capacity. (The cost ratios for water, rail, and road transportation are 1:2:14; the energy consumption ratios per thousand kilometers are also 1:2:14; and the pollutant emissions per unit are in the ratio of 1:1.25:16.) An integrated transportation system combining land, water, and rail transport will be established. Accelerate the construction of comprehensive utility tunnels at the bases, improve the capacity for centralized water, gas, and heat supply, and reduce corporate production costs. Build a comprehensive service center to provide scientific research facilities and a talent activity center for the base. In conjunction with the development of the sub-center in the southern part of Suixi County, a comfortable, convenient, and fully functional residential area will be built as well. Third, accelerate industrial upgrading. With each step the product moves downward, its added value increases exponentially. Following the principles of integration, localization, large-scale operation, modernization, and intensification, and by utilizing advanced and clean modern coal chemical processing technologies, a rational design of the coal chemical industry chain is carried out in line with an integrated development approach across upstream and downstream sectors. Key projects such as those for producing methanol, olefins, styrene, and methyl methacrylate are accelerated in their development, thereby extending the industrial chain, increasing the added value of products, and creating high-end carbon-based industrial clusters. (II) Develop a circular economy and create ecological green spaces. Coal chemical industry is a fundamental industry for industrial development; it is also a highly polluting industry that generates large amounts of waste and involves numerous pollution-causing processes. Developing a circular economy and making full use of all resources is an inevitable choice for the development of coal chemical industry bases. First, make great efforts to build environmental protection facilities. Encourage existing enterprises to increase investment in technological upgrades and environmental protection efforts in order to effectively reduce pollution emissions. Accelerate the construction of projects such as the concentrated brine treatment plant and the comprehensive solid waste disposal center, so as to ensure that centralized treatment and recycling of industrial wastewater are achieved before the ongoing projects come online on a large scale. Proper classification, scientific disposal, and comprehensive utilization of solid waste shall be ensured, thereby addressing systematically the issues related to the management of ‘three types of waste’ in the base. Strengthen the greening and cleaning of the base, as well as dust control efforts; carry out landscape improvement projects to create ecological green spaces. Second, strict project entry requirements must be applied. By applying the strictest environmental approval standards, pollution is controlled at its source, and strict checks are imposed at the point of environmental approval. Various factors such as resources, environmental capacity, and treatment capabilities are taken into consideration in order to conduct thorough environmental impact assessments for projects. Projects that do not meet environmental requirements are firmly denied approval, thereby fostering a green and environmentally friendly coal chemical industry structure. Third, establish a material circulation chain. Actively promote technologies such as energy conservation, water conservation, comprehensive resource utilization, and recycled material recovery to create a positive cycle of \"waste exchange, recycling, and clean production.\" This enables the waste generated in the production of Product A to be used as raw materials for the production of Product B, thereby advancing the resource utilization of waste and improving the \"venous industry chain.\" Gradually, small-scale cycles among enterprises and large-scale cycles at production bases can be established, leading to the development of a circular economic model based on \"coal – coke – chemicals – electricity – materials.\" (III) Optimize the business environment to create an investment hub. First is to increase visibility. By making comprehensive use of all forms of media, efforts are being intensified to promote coal chemical industry bases in key areas where such industries are shifting, such as the Yangtze River Delta, the Beijing-Tianjin-Hebei region, and the Bohai Bay area. These efforts focus on highlighting the resources available in these bases, their infrastructure, as well as relevant industrial policies, with the aim of increasing the recognition and reputation of these coal chemical bases, as well as their attractiveness for attracting investment and fostering industrial clustering. Second, target the main focus areas. We will strive to attract large and strong enterprises by engaging in “tailored” and “customized” cooperation with major multinational corporations and central state-owned enterprises. We will focus on bringing in leading industrial projects and essential supporting projects, continuously improving the industrial chain and enhancing the value chain, so as to promote the coordinated, scaled, and high-end development of the base’s industrial system. Integrate “attracting investment” with “recruiting talent and expertise”. Vigorously attract industry leaders and innovation-driven entrepreneurial teams to create a virtuous cycle of “talent drive – industrial development – talent aggregation”, thereby enhancing the long-term development potential of the base. Third, optimize the soft environment. At the macro level, continued efforts will be made to advance \"Internet + government services\" and reforms to the business registration system, in order to shorten processing times, simplify procedures, and reduce the number of required documents. During the investigations and visits, some of the enterprises seeking investment showed great concern regarding the fulfillment of the commitments made to attract investment. They suggested that the preferential policies in question should be implemented consistently, so that enterprises meeting the criteria can fully benefit from these policies. At the micro level, special teams are established to strengthen support for enterprises and projects, striving to resolve the difficulties faced by these enterprises so that they need to express such difficulties only once. Improve the public services and commercial facilities in the base to facilitate the production and daily life of the enterprises based there as well as the local residents, thereby creating a favorable working environment. (IV) Prevent and resolve risks to create a safe and prosperous place. First, improve the risk prevention and control system. Preventing and mitigating major risks is the \"lifeline\" for the sustainable development of coal chemical bases; it is essential to ensure \"three types of safety\": production safety, environmental safety, and social safety. On the basis of comprehensive planning, rational layout, and strict access controls, efforts should be made to strengthen law enforcement in the areas of safety and environmental protection, to identify existing risks, and to enhance supervision over units that pose significant risks. Efforts should also be made to develop intelligent automated monitoring and early warning systems, and gradually establish and improve digital online monitoring centers that integrate pollution source monitoring, environmental quality monitoring, as well as alerts for leaks of flammable, explosive, toxic, and harmful gases, along with fire and traffic monitoring functions. Simultaneously, facilities such as hazardous materials distribution centers, dedicated transportation routes for hazardous materials, and fire stations will be built to ensure that they are operational before the project begins large-scale production, thereby strengthening the foundation for safe production at the facility. Build and improve effective facilities for interception, pollution control, and diversion to prevent leaks and fire-fighting water from entering the environment outside the base. While promoting production safety and environmental safety, it is necessary to innovate in social governance, address shortcomings in people’s livelihoods, and create a favorable social environment. Second, strengthen emergency support capabilities. Adopt a model that gives priority to enterprises with bases playing a supporting role, stockpile appropriate emergency supplies for safety and environmental protection, and establish a mutual assistance mechanism for the allocation of such supplies within the city area, so as to ensure that information can be readily available and supplies can be deployed promptly in response to emergencies. Strengthen the development of fire protection, public security, and emergency response teams at the bases, carry out specialized training and drills, and enhance their capabilities in handling emergencies. Third, establish a risk disposal mechanism. Further improve the emergency response plans for risks related to safety, environmental protection, and social stability, and establish an emergency rescue system characterized by **unified command, coordinated efforts among departments such as those responsible for emergency responses, public security, environmental protection, fire fighting, and health, as well as close cooperation from enterprises and safety and environmental protection facilities. Establish mechanisms for information exchange, resource sharing, and collaborative work between bases and enterprises, as well as among enterprises themselves. We will accelerate the development of modern vocational education, encourage and guide vocational colleges in our city to offer majors related to coal chemical engineering, and establish talent development mechanisms such as school-enterprise cooperation, joint development of majors, and order-based training with coal chemical enterprises, in order to supply a large number of mid-to-senior level and skilled professionals for the coal chemical industry bases. Second, it is to resolve the issue of “land”. Urge Suixi County and Hancun Town to step up efforts in completing the demolition work, so as to ensure that the land required for key projects is made available in a timely manner. Coordinate resources across the city to accelerate the progress of land reclamation and consolidation; strive to obtain more land-use indicators under the “increase-decrease balance” policy, and give appropriate preference to major projects in the base when allocating such indicators. Enhance the intensive and efficient use of land in industrial bases, strictly control the allocation of land for new projects, rigorously assess investment intensity and output per unit of land, and refrain from providing land for excess production capacity or low-level redundant construction, so as to utilize land resources in a more efficient, intensive, and refined manner. Third is to address the issue of “ability”. Led by the city’s development and reform department, energy substitution plans are formulated to tap internal potential and ensure an orderly meeting of the energy demands of base projects. Given the financial capabilities at the municipal level, it is recommended to increase financial support further and streamline the base’s financial system. Drawing on successful chemical park management models at home and abroad, market-based approaches are employed to bring in specialized companies to build and operate the relevant facilities. Key enterprises are encouraged to raise funds for development through capital markets, make good use of funds for growth-oriented small and medium-sized enterprises as well as funds for the development of carbon-based new material industries, in order to effectively address the issue of insufficient funding. Further improve the management mechanism and corporate governance structure of LinTou Company, enhance its investment and financing capabilities, and support the development of the base construction.
