The Ministry of Ecology and Environment is conducting a public review of the environmental impact assessment documents for Inner Mongolia Huaxing New Energy’s coal-to-natural gas project. On August 28, the Ministry of Ecology and Environment announced that it would carry out a public review of the environmental impact assessment documents related to this project, which has an annual production capacity of 4 billion cubic meters of natural gas, with the review period running from August 28, 2019, to September 3, 2019. The project is located in the Shanghai Miao Energy and Chemical Industry Base in Ejin Horoq Front Banner, Ordos City, Inner Mongolia Autonomous Region. It plans to use local coal as raw material (approximately 11.42 million tons per year in total for both raw coal and fuel coal), with natural gas accounting for 4 billion cubic meters per year as the main product; secondary products include around 240,000 tons of tar per year. The total investment for the project is 24.434 billion yuan, of which 2.839 billion yuan is allocated to environmental protection measures, accounting for 11.6% of the total investment. The construction scope includes the main plant and utility systems, storage and transportation facilities, as well as environmental protection systems. The main production units comprise coal preparation, gasification, shift reaction, low-temperature methanol washing, methanation and drying, gas-water separation, phenol and ammonia recovery, sulfur recovery, and air separation. The supporting facilities include associated coal mines, a coal storage, distribution, and trading center in the park, water supply projects, natural gas transmission pipelines, as well as waste dump sites and hazardous waste disposal facilities within the park.
