Tender Announcement for the Procurement of Internal Components for the Syngas Comprehensive Utilization Project of Hualu-Hengsheng (Jingzhou) Co., Ltd. Conditions for Tendering *At the request of the buyer, a domestic open tender is being conducted for the procurement of the following equipment and services. Qualified bidders are welcome to submit bids. II. Project Overview and Scope of Bidding: Item Number, Name of Equipment Internals, Quantity, Main Parameters. A. Methanol scrubbers for transformed gas (T1001A/B) and methanol scrubbers for untransformed gas (T1007A/B): 4 sets in total. The material used for these internals is S30408; hydraulic calculations are carried out based on the data sheets related to these internals, and the design, manufacturing, and on-site installation of these internals are also handled. For details, refer to the tender technical specifications: the lining material for the 4 sets of BCO2 product towers (T1002A/B) and pS concentration towers (T1003A/B) is S30408. For details, refer to the tender technical specifications: the lining materials for the 4 sets of equipment, namely the methanol regeneration towers (T1004A/B) and the methanol/water separation towers (T1005A/B), are S30408. For details, please refer to the tender technical specifications: for the 6 sets of units consisting of the wash towers (T1006A/B), stripping towers (T1008A/B), and cold stripping towers (T1009A/B), the material for the internal components of T1006AB is S30403, while the material for the other internal components is S30408. Hydraulic calculations are carried out based on the data sheets for these internal components; the design, manufacturing, and on-site installation of these components are also handled accordingly. For T3105 regular packing: type 500Y, density 380 Kg/m3, material: S30408, dimensions: Φ2000×4000×6 layers. For T3106 regular packing: type 500Y, density 380 Kg/m3, material: S30408, dimensions: Φ800×4000×4 layers. For T3107, it is a metal Pall ring; density 430 Kg/m3, material: S30408, dimensions: Φ1200×4000×4 layers. For T3108 regular packing: type 500Y, density 380 Kg/m3, material: S30408, dimensions: Φ1300×4000×5 layers. For T3109 regular packing: type 500Y, density 380 Kg/m3, material: S30408, dimensions: Φ1200×4000×4 layers. For T3210 regular packing: types 250/500Y, density 200 Kg/m3, material: S30408, dimensions: Φ2200×4000×5 layers. For T3220 regular packing: type 500Y, density 200 Kg/m3, material: S30408, dimensions: Φ2800×4500×6 layers. For T3230, it is a metal rectangular saddle ring; density 365 Kg/m3, material: S30408, dimensions: Φ2000×4500×3 layers. Note: 1. The equipment names, quantities, technical parameters, etc. for each set shall be in accordance with the technical specifications. 2. The tenderer has the right, based on the bidding situation and the overall requirements regarding project progress, to split the equipment within a package and award the individual items of the successful contract to different winning bidders. * III. Qualification requirements for bidders 1. Possess the status of an independent legal entity for more than three years ； Power of attorney from the legal representative, business license of a professional manufacturing factory; registered capital of not less than 30 million yuan, with sales revenue of over 25 million yuan in 2020 ； 2. Audited financial statements for the previous year (including summaries, balance sheets, cash flow statements, and income statements), scanned copies of the performance contract (original) ； 3. Provide a bank credit certificate, or a AAA-level certificate of corporate financial creditworthiness ； 4. Track record of working with equipment of the same or similar specifications; provide a performance list and copies of representative contracts ； 5. The ability to fulfill the contract, including the required professional and technical qualifications and capabilities, financial resources, equipment and other facilities, management skills, experience, reputation, and ensuring that the relevant personnel are not subject to orders to suspend operations, have their bidding rights revoked, or have their assets seized, frozen, or in a state of bankruptcy ； 6. No record of major violations such as bid fraud or serious breach of contract in the past three years ； 7. **or other qualification requirements stipulated by the industry. 8. Other qualification requirements described in the technical specifications; in case of any discrepancies between relevant descriptions, those stated in the technical specifications shall prevail. IV.
