From September 18 to 20, 2019, Shaanxi Yanchang Petroleum Yulin Coal Chemical Co., Ltd. organized a meeting in Yulin to review the preliminary design for Yushen Energy Chemicals’ 500,000 tons/year coal-based ethanol project. This meeting brought together 23 experts from seven fields: process engineering, equipment, electrical and instrumentation systems, general piping design, utility systems, cost estimation, and HSE. Leaders and relevant personnel from Yulin Coal Chemical Company, Yushen Energy Chemical Company, Beijing Petrochemical Engineering Co., Ltd., and Aerospace Changzheng Chemical Engineering Co., Ltd. also attended the meeting, which was chaired by Yang Wenhui, General Manager of Yulin Coal Chemical Company. At the meeting, Li Junlin, the company’s executive director and party branch secretary, represented Yushen Energy Chemical Company to welcome and thank the experts and leaders present, and provided an overview of the project. Beijing Petrochemical Engineering Co., Ltd. gave a comprehensive report on the basic design, while Aerospace Engineering Company presented a separate report on the gasification unit. The experts and leaders present listened carefully to the presentation by the design unit, after which they were divided into seven groups – for process, equipment, electrical instrumentation, general piping layout, utility systems, cost estimation, and HSE – to conduct discussions. During the group discussions that followed over the next two days, the experts present conducted a thorough review of the basic design in accordance with scientific and pragmatic principles, offering suggestions from their respective areas of expertise. After thorough discussion and review, the expert group unanimously agreed that the foundation engineering design features a clear structure and comprehensive content, and generally meets the requirements in terms of scope and depth specified in the \"Specifications for Foundation Engineering Design of Petrochemical Plants\" SPMP-STD-EM2003-2016; it can therefore serve as a basis for the detailed design phase of the project. At the end of the meeting, the company’s general manager, Guo Zunli, said that, in accordance with the experts’ recommendations, the company would work together with the design team to improve the basic design as soon as possible, adhering to the principles of safety and reliability, advanced technology, cost efficiency, and thoroughness. Jia Yun, executive director of Yulin Coal Chemical Company, said in his concluding speech that the company will, as always, support the construction of the Yushen project by providing necessary support in terms of human resources, materials, and financial resources, thereby creating a favorable environment for the project’s development. He is confident that the 500,000 tons per year coal-based ethanol project at Yushen will surely become a safe, high-quality, and profitable project. The quality of the conceptual design work for the 500,000 tons per year coal-based ethanol project is directly related to the progress and quality of the project’s construction, as well as its investment costs and benefits. The successful holding of this review meeting marks a significant step forward in the development of this ethanol project; it serves as a milestone and lays a solid foundation for the detailed design and subsequent work. The 500,000 tons per year coal-based ethanol project of Shaanxi Yanchang Petroleum Yushen Energy Chemical Co., Ltd. is planned to be built in the Qingshui Industrial Park of the Yushen Industrial Zone. With a total investment of 6.4 billion yuan, this project will utilize the coal-to-ethanol technology owned by Yanchang Petroleum and which is protected by independent intellectual property rights; it will be capable of processing 1.5 million tons of raw coal per year. The main construction scale and contents include: using Xiwan coal as raw material to build a new 450,000 tons/year methanol complex (including gasification, purification, shift reaction, gas separation, and methanol production units), a 500,000 tons/year ethanol complex (including dimethyl ether, methyl acetate, and ethanol production units), an air separation unit with a capacity of 75,000 Nm3/h, 3 × 220-ton/h high-pressure coal powder boilers, a 6,000-ton/year sulfur processing plant, along with the necessary supporting utility systems.
