In accordance with the Environmental Impact Assessment Law of the People’s Republic of China and the Measures for Public Participation in Environmental Impact Assessment (Ministry Order No. 4), information regarding the environmental impact assessment of the 700,000-ton/year Coal-to-Olefins New Material Pilot Project jointly developed by Shenhua Ningxia Coal and Saudi Basic Industries Corporation is hereby disclosed. The construction site of this project is located in the Coal Chemical Industry Park (Area A) of the Ningdong Energy and Chemical Industry Base in Ningxia, covering a total area of 237.35 hectares, with an annual operating capacity of 8,000 hours. The total estimated investment for the project is around 22 billion yuan, of which 20.445 billion yuan is allocated to project construction and 1.766 billion yuan to environmental protection measures; the proportion of investment in environmental protection is approximately 8.6%. This project uses coal as a raw material to produce 2 million tons of methanol, which is then further processed to yield polymeric-grade ethylene and propylene. Ultimately, it aims to produce 100,000 tons per year of ethylene-vinyl acetate (EVA), 210,000 tons per year of low-density polyethylene (LDPE), 35,000 tons per year of ultra-high molecular weight polyethylene (UHMWPE), and 430,000 tons per year of polypropylene; meanwhile, by-products such as sulfur and ammonium sulfate are also generated ； In addition, storage and transportation facilities, utility systems, auxiliary systems, and environmental protection facilities are constructed as well. The supporting facilities include a coal blending center, a Ningdong water treatment plant, an accident water tank in the park, off-site power supply projects, a waste dump for the base, and a Ningdong Qingda hazardous waste disposal center. Strict treatment measures are applied to the waste gases generated in this project to ensure that all emissions meet the specified standards ； All the generated wastewater is treated and reused; it is not discharged outside ； The solid waste generated strictly adheres to the principles of \"reduction, resource utilization, and harmlessness\", and is all properly treated and disposed of ； The noise emitted by the project meets the standards ； The risk impact of this project on the external environment is under control ； All environmental protection measures comply with the requirements of relevant policies and plans.
