On the morning of May 14, 2020, Shaanxi Yanchang Petroleum Yushen Energy Chemicals Company held a review meeting for the \"Environmental Protection Section of Shaanxi Yanchang Petroleum Yushen Energy Chemicals Co., Ltd.’s 500,000 tons/year coal-based ethanol project\" (hereinafter referred to as the \"Environmental Protection Section\") in Yulin. Seven experts from the Yulin Ecology and Environment Bureau, Shenmu Environmental Protection Bureau, Yushen Industrial Park Management Committee, Northwest University, Hualu Engineering Technology Co., Ltd., and Zhongsheng Environmental Technology Development Co., Ltd. were invited to this meeting. Leaders and relevant staff from Yulin Coal Chemical Company, Yushen Energy and Chemical Company, Beijing Petrochemical Engineering Co., Ltd., and Aerospace Changzheng Chemical Engineering Co., Ltd. also attended the meeting. At the meeting, Guo Zunli, General Manager of Yushen Company, welcomed and thanked the experts and leaders present on behalf of the company, and provided a detailed introduction to the basic aspects of the project. Beijing Petrochemical Engineering Co., Ltd. gave an overall presentation on the environmental protection aspects related to the project. After thorough discussion and evaluation, the expert group unanimously agreed that the content of the \"Environmental Protection Section\" is fairly comprehensive, and its depth meets the requirements set out in the \"Specifications for the Design of Foundations for Petrochemical Plants SPMP-STD-EM2004-2016\" and the \"Specifications for the Design of Foundations for Petrochemical Units SPMP-STD-EM2003-2016\"; it can therefore serve as a basis for the detailed design phase of the project. At the end of the meeting, Guo Zunli stated that, in light of the expert group’s recommendations, he would work together with Beijing Engineering Company to revise and improve the foundation design as soon as possible, adhering to the principles of safety and reliability, advanced technology, cost efficiency, and thoroughness. This will lay a solid foundation for the detailed design of the project and create a favorable environment for its construction. It was also emphasized that, with the efforts of all parties involved, the 500,000 tons per year coal-based ethanol project in Yushen will surely be built into a safe, high-quality, and profitable project. The 500,000 tons per year coal-based ethanol project of Shaanxi Yanchang Petroleum Yushen Energy Chemical Co., Ltd. has a total investment of 6.98 billion yuan and covers an area of 1,365 mu. It utilizes Yanchang Petroleum’s own dimethyl ether carbonylation technology to produce 500,000 tons of ethanol per year; the project is scheduled to be completed by the end of 2021. This project is a key coal chemical project planned by Shaanxi Yanchang Petroleum Group during the 13th Five-Year Plan period; the preliminary feasibility study for its own power station proposes the use of 3×260 ton/hour high-temperature and high-pressure coal powder boilers. This project uses the Xiguan open-pit coal mine as its raw material, and employs the HT-L gasification technology to produce raw gas. One stream of this raw gas is subjected to shift reaction, while another stream is used for waste heat recovery. Both streams are then treated with low-temperature methanol washing to remove sulfur and carbon dioxide from them. The gas that has not undergone the shift reaction is purified and separated into H2 and CO through deep cooling; part of the gas that has undergone the shift reaction is sent to a PSA unit for hydrogen production, and another part is sent to a methanol synthesis unit to produce methanol. CO, H2, and methanol are then fed into an ethanol production facility. According to the person in charge of the project, in 2020, Yushen Company will make every effort to advance the construction of the ethanol project by focusing on three \"completions\", two \"50% targets\", and one \"start“. The three \"completions\" refer to completing the annual investment of 1.18 billion yuan in the project, finalizing the signing of the EPC contract for the ethanol project, and completing the procurement of long-term-use equipment ； The two “50%” refer to completing 50% of the detailed design and 50% of the civil construction work ； A “Start” means beginning the device installation.
