Since the beginning of this year, Fengfeng Group has stepped up efforts significantly in the development of projects related to the strategic succession of its coal-related business as well as major projects that support the coal-based industries. To step up efforts in handling the procedures for coal mine projects, the group has defined annual and quarterly targets for each such project, established reward and penalty systems for ensuring proper implementation, and enforced strict assessments. The unit responsible for handling the project-related procedures prepares a detailed list of tasks and a network diagram, taking into account the specifics of the project and local policies, in order to ensure that all set objectives are achieved. At the headquarters, the social stability risk assessment report for the Cixi project has been approved, and the application report for project authorization has been prepared. Currently, efforts are being made to monitor the progress of compiling the \"Self-Inspection Report on Ecological Protection Red Lines in Hebei Province\", with the aim of obtaining approval from the Provincial Department of Natural Resources regarding the pre-review of the project’s land use and the site selection for the project. In Inner Mongolia, efforts are being made to overcome difficulties and advance the 5 million tons per year production project at Well No. 1 in Chagan Naoer, Xilingol League, with continuous efforts being made to secure the necessary permits such as mining licenses and construction approvals. In Xinjiang, the Fengfeng Coal Coking Company in Baicheng took the initiative to engage with the regional authorities, local government departments, and industry regulators to expedite the processing of various procedures such as the mining license and construction permit for the first phase of the Chalzi Coal Mine, which has a capacity of 900,000 tons per year, in order to start construction as soon as possible. The expansion project to increase the annual production capacity of the Tianshun mine in Xinjiang from 600,000 tons was included in Xinjiang’s mid-term adjustment plan for coal mine construction projects under the 13th Five-Year Plan back in February this year. By stepping up efforts to obtain the necessary approvals, all the supporting documents required for project approval have now been secured. The application for project approval has been approved by the Development and Reform Commission of Bariqun County and is being submitted at various levels, with the goal of obtaining approval from the Autonomous Region’s Development and Reform Commission by the end of June, so as to ensure that the mine is ready for operation by the end of the year. At the same time, the group is vigorously advancing major supporting projects for the coal-based industry in parallel. Fengmei Coking Company is accelerating the construction progress of its project to produce 80,000 tons of synthetic ammonia per year. At present, the bidding process for the main equipment of the project has been completed; the foundation for the liquid ammonia storage tanks has been prepared, and work on installing the tanks has begun. At the beginning of May, the construction contractor was selected through an open tender, and completion of the civil engineering works is expected by the end of October 2020. The group has also planned projects for polyoxymethylene and polyphenylene sulfide; the polyoxymethylene project has passed the evaluation stage and its feasibility study report is currently being revised, while the feasibility study report for the polyphenylene sulfide project is under preliminary review. The high-end equipment manufacturing project of Huazhong Heavy Industry has completed the installation and commissioning of 54 pieces of equipment, including plasma CNC cutters and automated blast painting production lines. By the end of May, the factory building in Site 1 will be ready for the installation and commissioning of process equipment, and the construction investment plan for 2020 will be fully fulfilled by the end of August.
