Recently, the bottom pool of the cooling tower in the first circulating water plant, along with its sump pool, were excavated, and a graded sand-and-gravel cushion was laid in place; The excavation of the suction pool in the second circulating water plant, as well as the fire water tank at the #1 water supply and fire pump station, has been completed; the total amount of soil removed is approximately 100,000 cubic meters. To achieve the project schedule targets, during the pool excavation phase, the Public Utilities Project Department actively coordinated with various parties, organizing multiple special meetings involving professional engineers, the general contractor, and the supervision unit. These meetings were held to develop construction plans, allocate tasks appropriately, break down the implementation plan, and address promptly issues such as delays in coordination, insufficient personnel, and lack of necessary equipment during construction. During construction, while ensuring operational safety, up to 4 excavators and 20 earth transport vehicles can operate simultaneously at the site; at night, 8–15 earth transport vehicles can continue working without interruption. This approach ensures safety, accelerates progress, maintains quality, and improves efficiency. The circulating cooling water system is an essential auxiliary production system for large chemical enterprises, primarily providing the circulating cooling water required by various production units. The circulating water plants are arranged in a decentralized manner. The first circulating water plant is primarily used to supply circulating cooling water to the air separation unit, with a designed capacity of 20,000 m3/h; the size of its water intake tank is 45 meters × 7.8 meters × 7.3 meters ; The second circulating water plant primarily supplies circulating cooling water for gasification and purification units, separation units, power stations, demineralized water plants, as well as for liquid loading onto trains. Its designed capacity is 60,000 m3/h, with the water intake tank having dimensions of 100 meters × 7 meters × 7.3 meters. The handover between the first and second circulating water plants is scheduled to be completed on November 20, 2020. The water supply and fire pump stations are primarily used to provide low-pressure process water for the Phase 1 ethylene glycol plant with an annual production capacity of 1.8 million tons. They also supply fire protection water to the ethylene glycol unit, gasification unit, syngas purification unit, separation units, power station, air separation unit, and other facilities. Pump Station No. 1 is designed to have two fire water tanks, each with dimensions of 60 meters × 60 meters × 6.2 meters; the intermediate handover is scheduled to be completed on November 5, 2020.
