Recently, a public assessment of the social stability risks associated with the 150,000-ton-per-year production of carbonate-based electronic chemicals project carried out by Jutai Energy (Jungar) Co., Ltd. in the Nan Coal Chemical Industry Base in Dalu New Area, Ordos City, Inner Mongolia Autonomous Region, as well as the technical upgrade project for the comprehensive utilization of syngas carried out by Jutai Energy (Ordos) Co., Ltd., was conducted. Construction of these projects is planned to start in May 2021. The JiuTai Energy (Jungar) Co., Ltd. project for the production of 150,000 tons per year of carbonate-based electronic chemicals involves an investment of 2.2 billion yuan. The main construction elements include a new ethylene oxide production facility with an annual capacity of 65,000 tons, a carbon monoxide purification facility with an annual capacity of 200,000 tons, an electronic-grade dimethyl carbonate production facility with an annual capacity of 55,000 tons, an electronic-grade vinyl carbonate production facility with an annual capacity of 20,000 tons, an electronic-grade methyl ethyl carbonate production facility with an annual capacity of 55,000 tons, and an electronic-grade diethyl carbonate production facility with an annual capacity of 20,000 tons. In addition, there will be supporting facilities such as intermediate storage areas, product storage areas, filling units, circulating water systems, fire suppression systems, warehouses for raw materials and products, control rooms, power distribution rooms, and production office buildings. The raw materials for the project – ethylene, carbon dioxide feed gas, steam, process water, demineralized water, domestic water, nitrogen, air, power supply, wastewater treatment, and flares – will be supplied by the company’s existing facilities; however, new transmission pipelines and pipe galleries will be required. The total investment for the synthetic gas comprehensive utilization technology upgrade project of Jutai Energy (Ordos) Co., Ltd. is 1,002,181,200 yuan. The project includes a synthetic gas separation unit and an ethylene glycol synthesis unit. The project makes use of the land reserved within the site of Jiutai’s 500,000-ton ethylene glycol production facility. To the east of the project is the land reserved for the 500,000-ton ethylene glycol project; to the west lies the wastewater treatment plant for that same project. To the south is the ethylene glycol production unit belonging to the 500,000-ton project, while to the north is the styrene-butadiene rubber production facility that is yet to be constructed. The utilities and auxiliary production facilities include: plant-wide water supply and drainage systems, heating and steam supply systems, sewage treatment plants, brine concentration systems, rainwater collection tanks, accident storage tanks, air separation units, flares, circulating fluidized bed boilers, as well as administrative offices. Among them, the ethylene glycol production is divided into 1 series, with 1 series producing 20×104 t/a of ethylene glycol.
