Procurement conditions: For the 60,000-ton/year polyoxymethylene project undertaken by China Chemical Engineering Fourth Construction Co., Ltd. on behalf of Hebi Longyu New Materials Co., Ltd., the construction funds have been secured. The procurement plan regarding steel procurement for this project has now met the conditions for bidding*. The tenderer is China Chemical Engineering Fourth Construction Co., Ltd., and a public tender procurement is currently underway. 2. Procurement content and scope: Steel. 2.2 Delivery deadline: In accordance with the project schedule requirements. 20. Delivery location: Project site No. 001, on the north side of Baoquan Road, Baoshan Economic and Technological Development Zone, Hebi City, Henan Province. 2.4 Quality standards or main technical performance indicators for the goods: Must comply with the national standard GB/T 1499.2-2018, as well as the project design requirements. 2.5 Other: None. 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: Bidders must be general taxpayers. 3.2 Bidders shall not fall under any of the following circumstances: (1) The person in charge of the bidder is the same as that of another bidder in this project. (2) Has a direct controlling relationship with other bidders in this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②Currently under orders to cease production and business operations; having their licenses suspended or revoked; having their permits suspended or revoked; or having their qualification certificates revoked. ③Entry into liquidation proceedings, declaration of bankruptcy, or any other situation where the ability to fulfill obligations is lost. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ; None of the parties to the consortium shall be in the situation specified in paragraph 3.2 of this article ; None of the parties in the consortium shall submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
