Project Overview and Scope of Bidding 2.1 Project Overview, Scope of Bidding, and Division into Bid Sections (Packages): 2.1.1 Project Overview: Guoneng Xinjiang Chemical Co., Ltd. (hereinafter referred to as Xinjiang Company) is located in the Ganquanbao Industrial Zone in Urumqi, Xinjiang. Using coal from Mine No. 1 in Hongshaqiuan, Zhundong, Xinjiang, as raw material coal and coal from Open-Pit Mine No. 5 in Wucailwan as fuel coal, the company produces 1.8 million tons per year of methanol. This methanol is then converted into olefins through MTO technology, which are further used to produce final products such as polyethylene and polypropylene. The main facilities include 3 x 82,000 Nm3/h air separation units, a gasification unit with a capacity of 530,000 Nm3/h, purification units, sulfur recovery units, an 1.8 million tons per year methanol synthesis unit, a 600,000 tons per year MTO complex (including SHMTO units, olefin separation units, and C4 olefin conversion units), a 450,000 tons per year polypropylene production unit, a 270,000 tons per year low-density polyethylene production unit, as well as various utility and power generation facilities. 2.1.2 Scope of the tender: The bidder is responsible for the cleaning and maintenance of the lean methanol filter elements 2320S1001 and 2320S2001 in the methanol processing unit of Xinjiang Chemical Industry Co., Ltd. 2.1.3 Service period: Three years from the date of contract signing. Planned start date: July 28, 2022, to July 27, 2025 (the specific date shall be subject to the notice issued by the tendering party). 2.1.4 Project location: Guoneng Xinjiang Chemical Co., Ltd. 2.2 Others: / 3. Bidder Qualification Requirements 3.1 Qualification and Experience Requirements: [1] Qualification Requirements: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid proof documents. (2) Bidders must possess and provide a valid ISO9001 quality management system certification. 【2】Financial requirements: / 【3】Performance requirements: From April 2017 to the bid deadline (subject to the contract signing date), the bidder must have at least one completed contract for filter element cleaning, and such contracts must have been fully fulfilled. Bidders must provide scanned copies of contracts that demonstrate compliance with the performance requirements for this tender, along with corresponding customer verification documents.
