Bidding Conditions The name of this bidding project is: Public Bid for the Development, Research, and Application of Intelligent Inspection and Positioning Systems for Production Operations at the Methanol Branch of Ningxia Coal Industry Co., Ltd. *This project meets the requirements for bidding, and now a public bid with domestic qualification review is being conducted for it. 2. Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): 2.1.1 Project overview: At present, the Methanol Branch relies on a scheduled inspection method, which does not allow for real-time tracking of the actual progress of inspections carried out by the inspectors; as a result, the quality of these inspections, as well as the status of the equipment and the accuracy of its operating parameters, cannot be ensured. Without a personnel positioning system, the distribution and activities of on-site personnel cannot be monitored in real time; any abnormalities cannot be detected promptly. To improve the quality of inspections and achieve standardization, normalization, and intelligence in inspection processes, thereby realizing the goals of centralized control and information-based management ； It is necessary to enhance management’s ability to perceive what is happening at the production site, so that any abnormalities can be detected and addressed promptly. This approach also complies with the requirements set out in documents such as the State-owned Assets Supervision and Administration Commission’s “Notice on Accelerating the Digital Transformation of State-owned Enterprises”, the **Energy Group’s Smart Chemical Industry Development Plan**, and the **Energy Group’s Guidelines for Intelligent Control and Intelligent Equipment in the Chemical Industry». Inspection data is automatically uploaded to the MES system; therefore, it is planned to purchase an intelligent inspection and personnel positioning system to meet the needs of building a smart factory at the methanol production facility. 2.1.2 Scope of the bidding and division of bid packages: Only one bid package is designated for this project. (1) The bidder is responsible for establishing a complete GIS mapping system with 3D capabilities at the methanol production facility, such that the GIS map can accurately reflect the terrain of the facility, as well as the layout of various equipment and buildings. By integrating GIS maps and utilizing wireless communication technology, real-time positioning of people is achieved; their actual locations are displayed on the GIS maps, and standard data interfaces for external use are provided. The area occupied by the methanol Unit 1 facility is 340,000 square meters, that of Unit 2 is 395,000 square meters, and the area for the polyoxymethylene facility is 129,000 square meters. (2) By integrating GIS maps, an intelligent inspection management system shall be developed, with the software to be developed uniformly by the State Energy Group. Based on the actual inspection requirements of the methanol branch, and by integrating intelligent inspection terminals, an informational and intelligent management system for inspection tasks is implemented. The bidder shall, in light of the actual conditions of the methanol branch, provide a professional technical solution, and be responsible for tasks such as scheme design, equipment procurement, procurement of construction materials, equipment installation, integration and joint debugging with the Guoneng system, creation of 3D GIS maps, and personnel training. (3) Provide all the hardware required to meet the on-site inspection needs of the methanol branch, in accordance with the technical parameters and quantities specified in the technical annex; this includes, but is not limited to, 70 devices for collecting inspection data, 70 mobile terminals for inspections, and 1,900 NFC inspection tags. And is responsible for on-site construction. All hardware and software required to meet the needs of the personnel positioning system will be provided (including but not limited to: 1 three-dimensional GIS map server, 1 set of three-dimensional GIS maps, 1 three-dimensional modeling software, 1 set of three-dimensional web map engine software, 5,229 positioning beacons, 1,500 positioning badges, 19 positioning base stations, 19 sets of installation kits for positioning base stations, 1 positioning activator, 19 network aggregation base station devices, 1 client terminal for three-dimensional maps, and 1 network gateway). (4) The 4G or 5G base stations necessary for communication shall be provided by the tenderer; the bidder’s equipment must be capable of connecting to both the tenderer’s private network and the operator’s public network. (5) The intelligent inspection and personnel positioning system shall provide free service interfaces and have the capability to integrate with other systems. Data integration with the Guoneng Group’s smart chemical industry inspection and management system or other **regulatory platforms should be supported. Standard data exchange interfaces such as Web Services/Restful APIs/MQTT should be provided (the specific requirements shall be in accordance with the interface specifications defined during actual development), as well as support for data integration related to further development and testing. (6) The bidder is responsible for training the operators, managers, and system maintenance personnel of the relevant devices, so that they can independently operate the corresponding functional modules and carry out information transmission. (7) Be responsible for the preparation and optimization of all the aforementioned work plans, as well as equipment procurement (including spare parts), installation, and commissioning, all of which must be approved by the tendering party. (8) Provide all software and hardware required for this project to meet the requirements of Level 2 protection for industrial control networks. (9) Water and electricity for on-site construction will be provided free of charge by the tendering party. (10) Based on the research findings of the project, one scientific and technical paper must be published in a Chinese core journal or a higher-tier journal. The first author of the paper must be a personnel member of the tenderer, and the first completing unit must be the tenderer ； The paper must obtain a acceptance certificate from a journal prior to project acceptance. (11) The specific scope of work and requirements are detailed in the technical attachment. 2.1.3 Project location: Ningdong Coal Chemical Industry Base, Ningdong Town, Ningxia. 2.1.4 Service period: 5 months starting from the date of contract signing; start date: November 30, 2022. 2.2 Others: / 3. Bidder Qualification Requirements 3.1 Qualification and Experience Requirements: [1] Qualification Requirements: Bidders must be legally registered independent legal entities or other organizations, and must provide valid proof documents. 【2】Financial requirements: / 【3】Performance requirements: From September 2019 to the deadline for bidding (subject to the date of contract signing), bidders must have at least two records of successfully implementing or selling intelligent inspection systems for industrial enterprises or factories, with each contract having a value of no less than 900,000 yuan.
