In striving to build a hub for specialized equipment and advanced manufacturing, efforts are made to enhance the quality and strength of such equipment, thereby creating an industrial ecosystem for specialized equipment that relies on regional industrial clusters and features the integrated development of various sub-industrial chains and industrial clusters. Accelerate the innovative application of new materials, pursue development in the direction of high-end and clustered applications, break through key material technologies, expand downstream applications, and establish important domestic clusters for new materials. Actively plan for future industries, with a focus on promoting the development of sectors such as hydrogen energy, quantum technology, biomanufacturing, and brain-computer interfaces. N industrial clusters have been selected for development, thereby creating an ecosystem of industrial chain integration characterized by cluster-driven development, chain-based organization, and regional aggregation. Promote the development of economic clusters at the county level, implement dynamic management of specialized towns, and continuously enhance the brand influence of these towns. In terms of coordinating development and safety, efforts to ensure safe production are pursued without compromise; the requirements of \"three responsibilities and three musts\" are strictly implemented, and a three-year campaign to address the root causes of safety issues in the industry and information technology sector, along with various initiatives related to network security, are carried out in depth. Effectively ensure the safety and stability of industrial and supply chains. We will unremittingly promote green, low-carbon, and safe development by carrying out initiatives such as efforts to reduce carbon emissions in key industries, improving energy efficiency standards, and enhancing enterprises’ capacity for carbon management. We will also foster the large-scale and high-value utilization of industrial solid waste, as well as expand and improve the green manufacturing system.
