Bidding Conditions The construction of the sulfur recovery unit for this project, which aims to establish a plant with an annual production capacity of 600,000 tons of synthetic ammonia and 800,000 tons of urea, has been approved for implementation by Jinneng Holding Equipment Manufacturing Group; the funding for this project comes from internal sources. This project meets the requirements for bidding, and public bidding is now being conducted. II. Project Overview and Scope of Bidding 2.1 Project Overview: The project is located in the Northern Area of the Industrial Cluster Zone in Yanjin County, Xinxiang City, Henan Province (a provincially-designated specialized chemical industrial park). It covers an area of approximately 945 mu, with a total ammonia production capacity of 600,000 tons per year; of this, 500,000 tons are for synthetic ammonia, along with 520,000 tons of urea and 100,000 tons of methanol. The project construction includes units for gasification, shift reaction, desulfurization and decarbonization, compression, methanol synthesis, ammonia synthesis, urea production, air separation, thermal power generation, water supply and drainage, as well as supporting facilities such as dedicated railway lines, offices, and canteens. 2.2 Tender Number: (Please log in) 2.3 Scope of the Tender: The scope of this tender includes the construction work related to sulfur recovery (2100) for this project, as well as the procurement of equipment within the plant boundary area (i.e., the equipment to be purchased by the bidder), installation work for pipelines, equipment, fire protection systems, electrical systems, and instrumentation, anti-corrosion and insulation works. It also encompasses all tasks required from installation and commissioning until the project is completed, environmental standards are met, acceptance is granted, assistance is provided for final settlement calculations, the project is handed over for use, and all documentation is transferred. . Scope of the tender: The specific details and scope are outlined in the tender documents. 2.4 Planned duration: 220 calendar days after the contract comes into effect ； 2.5 Location of construction: Within the Yanhua Company’s premises, in the northern part of the Industrial Cluster Zone in Yanjin County, Henan Province, to the west of Jingshisi Road and to the south of Xinwei First Road ； 2.6 Quality standards: Meet **, industry-related specifications, and prescribed acceptance criteria. III. Qualification Requirements for Bidders 001 Qualification and capability requirements for bidders in Bid Section 1: 3.1 Bidders must be registered within the People’s Republic of China and possess independent legal person status ； 3.2 Bidders must possess a qualification for general contracting of petrochemical engineering projects at level 2 or above, as issued by the competent construction administration department ； 3.3 Possess a valid safety production license ； 3.4 The project manager to be assigned shall hold a first-class professional qualification as a registered constructor in mechanical and electrical engineering (or construction engineering), as well as a safety production certification (Type B). He/she shall not serve as a project manager for any other ongoing projects, and must be practicing within the bidder’s company ； 3.6 The bidder must have experience in carrying out similar projects with an annual production capacity of 20,000 tons of wet-process sulfuric acid or more over the past five years ； 3.7 The entity must not have its business license revoked, or its relevant qualification/permission/certification documents revoked (cancelled, terminated, or taken away), it must not be listed on the list of entities with abnormal business operations or on the list of enterprises with serious violations of laws and dishonest behavior, and it must not be under any penalty period; in addition, there must be no other circumstances that could affect its ability to bid or fulfill contracts ； Queries on the \"Credit China\" website must not involve individuals who have been listed by the Supreme People’s Court as those who fail to fulfill their obligations, as subjects of credit punishment, or as parties involved in serious tax violation cases ； 3.8 Different entities that have the same person in charge or are in a holding or management relationship shall not bid for the same bid section, nor shall they bid for the same tender project that has not been divided into bid sections.
