As learned at the first in a series of themed press conferences titled \"Implementing the ‘1571’ Work Plan to Promote High-Quality Development in Inner Mongolia\", held on February 10 by the Information Office of the Inner Mongolia Autonomous Region Government, Inner Mongolia will focus on building three industrial clusters worth trillions of yuan each in new materials, new chemical industries, and the digital economy, as well as nine industrial chains worth hundreds of billions of yuan each in areas such as rare earths, non-ferrous metals, and modern coal chemistry. Hu Ruifen, deputy director of the Department of Industry and Information Technology of Inner Mongolia Autonomous Region, said at the meeting that in line with the decision by the regional Party committee to prioritize the development of a modern industrial system as one of the seven key tasks within the \"1571\" strategic plan, the department aims to basically achieve new-type industrialization by 2035. Adhering to the principle of fostering new forms of productive capacity, it will take systematic action in five key areas. The primary step is to strengthen innovation-driven leadership. Inner Mongolia will promote the deep integration of technological innovation and industrial innovation, focus on key industries with advantages and characteristics to carry out technical research, strengthen the role of enterprises as drivers of innovation, and develop future-oriented industries and service-oriented manufacturing sectors in line with local conditions, thereby injecting new momentum into the industrial system. Second, focus on tapping potential and improving quality to strengthen the foundation of traditional industries. Inner Mongolia will implement projects to upgrade industrial equipment and carry out technological transformations aimed at improving efficiency, thereby promoting the transformation of traditional industries into digital, green, and integrated ones. It will steadily increase the use of green electricity, gradually introduce advanced green industries with high energy demands, and address issues related to competitive pressures in order to help these traditional industries thrive and produce more results. Third, focus on strengthening industrial chains and clusters to optimize the industrial ecosystem. Inner Mongolia will comprehensively optimize and reshape the key manufacturing industry clusters and industrial chains, implementing the \"Manufacturing Industry Ten-Trillion-Dollar Cluster and Chain Development Project.\" Efforts will be made to create three industry clusters worth trillions of dollars in the fields of new materials, new chemical industries, and the digital economy, as well as 9 industrial chains worth hundreds of billions of dollars in areas such as rare earths, non-ferrous metals, and modern coal chemical industries, thereby turning these areas into fertile ground for the growth of new industries. Fourth, focus on fostering key entities to stimulate corporate vitality. The policies will support leading enterprises in growing larger and stronger, take actions to increase the number of industrial enterprises above a certain scale, cultivate high-quality small and medium-sized enterprises in a step-by-step manner, promote the development of enterprises that are specialized, sophisticated, distinctive, and innovative, and provide services related to business operations such as integration of industry and finance and settlement of outstanding payments, thereby creating a new ecosystem for enterprise development in which large enterprises can thrive while smaller ones can also flourish. Fifth, strengthen the supporting infrastructure to boost industrial parks. Inner Mongolia will also deepen the establishment of high-level industrial parks, enhance infrastructure development and the provision of relevant policies, and promote the \"management committee + company\" model. The goal is to create more industrial parks worth 50 billion or 100 billion yuan each, turning them into \"new hubs and new engines\" for industrial aggregation.
