I. Proposed investment projects: 1. A methanol production project with an annual output of 200,000 tons, requiring an investment of around 800 million yuan. 2. The 200,000 tons/year coal tar hydrogenation project, with an investment of 1 billion yuan. 3. A coking project with an annual capacity of 1.5 million tons, designed to support the hydrogenation of methanol and coal tar, requires an investment of 1.5 billion yuan. The total investment in these 3 projects is approximately 3.3 billion RMB, covering an area of 1,000 mu. Following the implementation of the above projects, the actual coking capacity of Shanxi Zhongxin Jinshi Industrial Co., Ltd. reached 3.6 million tons, while the coking capacity under the name of the main company amounted to 5.1 million tons. The 200,000-ton methanol project belongs to the modern coal chemical industry. It is also an important energy source and basic chemical raw material for the new generation – it can be added to gasoline for use as a fuel alternative, or used to produce methanol protein. The 200,000-ton coal tar hydrogenation project represents the deep processing of the coal chemical industry, and it is an important link in extending the value chain of this industry. The project has promising market prospects and mature production technologies; subsequent work is currently in the stage of in-depth investigation, follow-up discussions, and technical negotiations. 3. The newly built 1.5-million-ton coke oven is a advanced and mature type of rammed multi-stage heating coke oven with a carbonization chamber height of 6.25 meters; it is a coking project that is encouraged and supported by the province. Advanced stacking and taking systems as well as cylindrical disk coal blending processes are used for coal blending to achieve precise coal preparation for coking. Advanced techniques such as negative-pressure ammonia evaporation and negative-pressure benzene removal are employed for the recovery of chemical products, thereby helping to save energy, reduce consumption, and lower emissions. The wastewater treatment design employs advanced biochemical and advanced treatment technologies to achieve zero-discharge standards. Simultaneously, a 190 t/h dry quenching unit will be installed for waste heat recovery and power generation. The design of this project is centered on the concept of \"energy conservation, emission reduction, and compliance with environmental standards.\" It aims to achieve a new level of environmental protection that allows for both healthy natural environments and economic prosperity, by integrating environmental protection with development efforts. The goal is to turn coking enterprises into first-class, garden-like facilities. III. Economic Benefits Once these projects are put into operation and start generating benefits, Shanxi Zhongxin Jinshi Industrial Co., Ltd. will have a coking production capacity of 3.6 million tons, 300,000 tons of methanol, 50,000 tons of liquid ammonia, and 200,000 tons of coal tar hydrogenation products. Based on the market value in 2018, the company can achieve an annual output value of around 10.5 billion yuan, as well as profits and taxes amounting to 700 million yuan. Additionally, it will create more than 3,000 job opportunities, making significant contributions to the economic and social development of Xinjiang County. IV. Current Progress: The capacity transaction for the 1.5 million-ton coking project has been completed, and it has received official approval from the Yuncheng Municipal Economic and Information Technology Commission. The 200,000 tons per year methanol project has been submitted to the same commission for approval; 80% of the environmental impact assessment work has been completed. Contracts have been signed for the safety pre-assessment and energy efficiency evaluation, and related procedures are underway. Archaeological surveys and land surveying and demarcation have been finished, and the land-related documents have been submitted to the county authorities. V. Next steps for work plan 1. Obtain environmental impact assessment approval by December 2018 ； Complete the “three connections and one leveling” works ； 2. In the first half of 2019, 60% of the overall project work was completed ； 3. In October 2019, the main body of the coke oven was ready for operation, and the civil engineering work was essentially completed ； 90% of the investment for the methanol project has been completed ； 4. In December 2019, the 1.5 million-ton coke oven project and the 200,000-ton methanol project were both completed and put into operation simultaneously.
