The notice proposes that, through the \"challenge-based selection\" approach, city clusters with a solid industrial foundation, a wide range of application scenarios, strong capabilities in securing hydrogen resources, and complete industrial chains be selected to take the lead in carrying out pilot projects for comprehensive hydrogen energy applications. By 2030, hydrogen energy in urban agglomerations will be used on a large scale in various fields, with the average price of hydrogen for end-use applications dropping below 25 yuan per kilogram; efforts will be made to reduce this price to around 15 yuan per kilogram in some areas with strategic advantages ; The nationwide fleet of fuel cell vehicles is set to double by 2025, with the goal of reaching 100,000 units. The notice requires that pilot projects be prioritized in application areas such as fuel cell vehicles that meet the required conditions, green ammonia and alcohols, hydrogen-based chemical raw materials, hydrogen metallurgy, and hydrogen-blended combustion. Efforts should be made to explore innovative applications for hydrogen energy, thereby creating a comprehensive hydrogen energy application ecosystem consisting of \"1 general application scenario for fuel cell vehicles + N application scenarios in industrial fields + X innovative application scenarios.\" Regarding green amino alcohols, with the focus on improving their technical and economic viability as well as expanding downstream consumption, innovative production technologies and processes are being developed to facilitate their large-scale production and application. Integrate the development of renewable energy-based hydrogen production projects, and carry out off-grid hydrogen production in a manner tailored to local conditions. Establish stable downstream consumption channels for products such as green synthetic ammonia and green methanol. It is strictly prohibited to build coal-based ammonol project under the name of green ammonol. The application requirements include having one or more green ammonia projects that are already operational or under construction in the areas where green ammonia is to be used, with a production capacity of no less than 100,000 tons per year ; For green methanol application scenarios, there should be 1 or more green methanol projects that have been completed or are under construction, with a production capacity of no less than 50,000 tons per year ; It has a stable supply of raw materials and sales channels for its products, and has entered into cooperation agreements with enterprises in the upstream, midstream, and downstream sectors regarding the supply and distribution of green ammonia and green methanol products ; The renewable energy-based hydrogen production capacities built or under construction to support green ammonia and green methanol applications are respectively not less than 20,000 tons per year and 10,000 tons per year. The goal of the pilot project is to establish a complete industrial chain that includes the production of hydrogen from renewable sources, green ammonia, green methanol, as well as their downstream utilization; the price of hydrogen for end-use purposes should not exceed 25 yuan per kilogram ; The actual production volume of green ammonia and green methanol shall be no less than 60% of the designed capacity, thereby establishing stable downstream consumption channels. In terms of replacing hydrogen-based chemical raw materials, with the goal of reducing carbon emissions in key hydrogen-consuming industries such as refining and coal chemistry, renewable energy-based hydrogen production projects are developed in a scientific manner to gradually replace hydrogen produced from fossil fuels such as coal and natural gas. Encourage the development of hydrogen storage and transportation infrastructure. The application requirements specify the presence of 1 or more hydrogen-based chemical projects that have been built and put into operation ; It has a stable supply of raw materials and sales channels for its products, with cooperation agreements established among enterprises at various stages of the production chain ; The renewable energy-based hydrogen production capacity that has been established or is under construction is not less than 10,000 tons per year, etc. The goal of the pilot project is to establish a complete industrial chain that includes the production of hydrogen from renewable sources, green chemical products, and their downstream utilization, with the price of hydrogen for end-use purposes not exceeding 25 yuan per kilogram. In terms of hydrogen-blended combustion, with the goal of promoting greener and lower-carbon heating for industrial and residential use, and while ensuring safety and reliability, efforts are being made to utilize hydrogen produced from renewable energy sources as a high-quality heat source, which can be directly integrated into natural gas pipelines or equipment such as industrial boilers and furnaces, with the proportion of hydrogen used gradually increased. The notice states that, with exploring diverse application scenarios for hydrogen energy as the main focus, efforts should be made to promote the innovative use of hydrogen in applications such as rail locomotives, ships, mining trucks, forklifts, two-wheeled vehicles, aircraft, backup power sources, combined heat and power systems, new types of energy storage systems, the electronics industry, and the pharmaceutical sector. According to the notification, the central government will provide financial support to urban agglomerations in the form of incentives rather than direct subsidies. The reward criteria are set in tiers based on the application of terminal products in various scenarios or the scale of hydrogen use. The pilot period for each urban agglomeration is 4 years. During the pilot period, the maximum reward for a single urban agglomeration shall not exceed 1.6 billion yuan.
