Difference between contact note and change order

In engineering design, efforts should be made to avoid design changes as much as possible. So, is there a difference between a \"modification notice\" and a \"design change order\"?
The liaison signature is generally used to bring inconsistencies in a design back into alignment (when changes are made to the design but not fully corrected), so that everything is consistent again. A design change refers to an erroneous modification in the design or a change to the design as requested by the client.
I think there is definitely a difference; modifying a liaison form should focus on correcting design errors, while a design change order focuses on design adjustments, which are not necessarily due to design errors
