**Suggestions of the Fujian Provincial Party Committee on Formulating the 14th Five-Year Plan for Fujian’s National Economic and Social Development and the Long-Term Goals for 2035

The 11th plenary session of the 10th Fujian Provincial Committee of China carefully studied and implemented the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party, and, in light of the actual conditions in Fujian, put forward the following recommendations regarding the formulation of Fujian’s 14th Five-Year Plan for national economic and social development as well as the long-term goals for the year 2035. I. Decisive achievements have been made in building a moderately prosperous society in all respects, paving the way for Fujian to embark on a new journey of comprehensively building a modern socialist society. 1. Significant progress was achieved in building a new Fujian during the 13th Five-Year Plan period. “During the 13th Five-Year Plan period, faced with a complex external environment, arduous tasks related to reform, development, and stability, as well as the severe impact of the COVID-19 pandemic, the provincial Party committee resolutely implemented the spirit of ****’s important speeches, instructions, and directives, as well as ****’s strategic decisions. It united and led the people of the entire province to remain true to their original aspirations and missions. Adhering to the innovative concepts, practical approaches, and excellent work style developed by **** during his time in Fujian, the committee was committed to advancing the construction of a new Fujian characterized by an efficient system, high-quality industries, prosperous people, and a beautiful ecosystem – a vision outlined personally by ****. Efforts were made continuously to achieve high-quality development, a high standard of living, effective governance, and a pleasant ecological environment, resulting in significant achievements in economic and social development as well as in various other areas. The regional GDP of the entire province has successively reached the levels of 3 trillion and 4 trillion yuan; the total economic volume has met the set targets, and the per capita regional GDP has exceeded 100,000 yuan, ranking eighth and fifth in the country respectively ； The economic structure continues to improve, with the share of high-tech industries, modern service sectors, and the digital economy rising steadily. The modern agricultural industry framework has been further enhanced, and the development of the two coordinated development zones is progressing smoothly ； Achieve a high-quality victory in the fight against poverty: eliminate all rural populations registered as poor under the current poverty alleviation standards one year ahead of schedule, have all 2,201 poor villages removed from the list, and lift all 23 provinces designated as key areas for poverty alleviation and development out of that status ； The campaign to prevent and control pollution has been advanced steadily; emissions of major pollutants have continued to decline, the quality of the ecological environment is among the best in the country, and the forest coverage rate remains the highest in the nation ； The basic framework for the modernization of the provincial governance system and governance capabilities has been established; significant progress has been made in improving the business environment and carrying out reforms in key areas. Reform measures in areas such as ecological civilization, healthcare, rural collective property rights, and science and technology outreach have been replicated and promoted across the country ； Opening up to the outside world continues to expand; free trade pilot zones have achieved a number of innovative results that are first-of-their-kind nationwide, and significant progress has been made in the development of the core area of the 21st-Century Maritime Silk Road ； Integration across various fields between Fujian and Taiwan continues to deepen, and policies ensuring equal treatment for Taiwanese compatriots and enterprises are being effectively implemented ； The cultural sector and cultural industries are thriving, while shortcomings in areas such as education, healthcare, elderly care, and urban-rural infrastructure – which are part of the social services essential for people’s well-being – are being rapidly addressed ； The standard of living of the people has improved significantly; the growth rate of residents’ incomes has remained higher than that of the economy. The social security system provides comprehensive coverage. Major strategic achievements have been made in epidemic prevention and control, and society is stable, orderly, united, harmonious, and full of vitality ； The comprehensive and strict governance of the Party is being advanced further, and a healthy political ecosystem continues to be strengthened and developed. “The main goals of the 13th Five-Year Plan have been fully achieved; the successful establishment of a moderately prosperous society in all respects is within sight. Significant progress has been made in building a new Fujian for the new era, laying a solid foundation for embarking on a new journey toward fully building a modern socialist society. 2. Opportunities and challenges in the new stage of development. The world today is undergoing profound changes on a scale not seen in a century. A new round of scientific and technological revolution and industrial transformation is advancing rapidly, the COVID-19 pandemic has had wide-ranging and deep-reaching impacts, economic globalization is facing headwinds, and the world has entered a period of turmoil and change. Our country has entered a stage of high-quality development, featuring a positive economic trend over the long term, strong resilience in development, and stability across society; there are numerous advantages and conditions that support further progress. Our province is making comprehensive efforts to achieve high-quality development and strive to write a new chapter in building a modern socialist **Fujian; it boasts a solid foundation for development as well as rare opportunities for growth. ****The series of important concepts and significant practices developed during his time working in Fujian, as well as the grand blueprint he devised for the development of a new Fujian, serve as a scientific guide for the province’s progress. They will undoubtedly continue to lead us in overcoming challenges and moving forward with determination ； ****It clearly supports Fujian in exploring new paths for integrated development across the Taiwan Strait; the policy advantages resulting from the combination of multiple incentives continue to emerge, further highlighting Fujian’s strategic role in China’s regional development landscape ； Our province is in a phase of industrial development advancement, digital integration, urban transformation, deeper marketization, and improvement in the equal provision of basic public services. It possesses strong internal driving forces and great potential ； With a clean and healthy political environment, cadres and the general public are highly motivated to work hard and pursue innovation; positive factors from all sectors are accelerating their convergence. There is every foundation, condition, confidence, and capability to achieve further breakthroughs in this new stage of development. At the same time, it is necessary to clearly recognize that there are still some weaknesses in the process of development: the capacity for technological innovation is not yet sufficient to meet the requirements of high-quality development; the industrial structure is not optimal; the level of development of industrial chains is low; there is a lack of continuous implementation of major projects; reforms in key areas and links still need to be advanced; development between urban and rural areas as well as across different regions is uneven; residents’ income levels need to be improved; the task of providing basic public services is substantial; and efforts are urgently needed to strengthen ecological protection and social governance. We must keep the ‘two broader contexts’ in mind, seize opportunities and address challenges, uphold a strong and tenacious spirit of struggle, and focus on doing well the work related to Fujian. 3. Achieve the long-term goal of basically realizing socialist modernization and achieving comprehensive high-quality development by 2035. By 2035, our country will have basically achieved socialist modernization, and our province will have largely reached a level of high-quality development in all aspects; a new Fujian characterized by an efficient system, strong industries, prosperous people, and a beautiful environment will take on an even more vibrant appearance. Looking ahead to 2035, the economic strength of our province will see a significant boost, with the total economic volume and per capita income of urban and rural residents reaching new heights, thereby basically achieving modernization in industry, information technology, urbanization, and agriculture ； The capacity for technological innovation has improved significantly, with the province having been fully developed into an innovative one ； The industrial structure has been comprehensively optimized, giving rise to a modern industrial system ； Modernization of the provincial governance system and governance capabilities has been largely achieved; the people’s rights to equal participation and equal development are fully guaranteed, giving rise to a law-based Fujian, a law-based **, and a law-based society ； Fujian will be built into a strong province in culture, education, talent development, sports, and health; the quality of its citizens and the level of social civilization will reach new heights, while its cultural soft power will increase significantly ； A green production and lifestyle has been widely adopted, and a beautiful Fujian has been essentially established ； Create a new pattern of opening up to the outside world, and take the lead in establishing a new system for a more advanced level of open economy ； People’s lives have improved significantly; the per capita regional GDP has reached the level of moderately developed countries first. The gap in development between urban and rural areas as well as between different regions has narrowed considerably, and equal access to basic public services has been achieved. The construction of a safe Fujian has reached a higher standard, and more substantial progress has been made in the all-round development of individuals and the common prosperity of all people. II. Moving forward in the direction indicated by ****, striving to write a Fujian chapter in the comprehensive construction of a modern socialist country. 4. The overall requirements for economic and social development during the 14th Five-Year Plan period. Holding high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the Party’s policies and the spirit of the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th Central Committee. We will fully apply the Party’s basic theories, lines of action, and strategies. Focusing on advancing the overall strategy of \"five-sphere integrated plan\" and the strategic approach of \"four comprehensives,\" we will strengthen the \"four consciousnesses,\" firm up the \"four confidences,\" and uphold the principle of \"two upholds.\" We will adhere to the Party’s comprehensive leadership, put the people at the center, follow the new development philosophy, continue to deepen reform and opening up, adopt a systematic approach, and maintain a steady pace of progress. With the goal of promoting high-quality development in all aspects, deepening supply-side structural reforms as the main focus, innovation and reform as the driving force, and meeting the people’s growing needs for a better life as the ultimate objective, we will balance development and security. We will strive to make further progress in building a modern economic system, play a greater role in contributing to the nation’s new development pattern, take bigger steps in exploring new paths for integrated development across the Taiwan Strait, and achieve greater breakthroughs in modernizing the provincial governance system and capabilities. This will ensure economic stability and social harmony, while continuously enhancing the people’s sense of fulfillment, happiness, and security. We will work hard to write a new chapter for Fujian in the comprehensive construction of a modern socialist society. 5. The main objectives for economic and social development during the 14th Five-Year Plan period. Over the next five years, economic and social development should strive to achieve the following goals, taking significant steps forward in promoting high-quality development in all aspects. ——Greater economic strength. The economy continues to develop healthily, with its overall scale expanding further and giving it greater advantages. A pattern of innovative provinces has taken shape, the economic structure has been further optimized, the industrial foundation has become stronger, and the level of modernization of industrial chains has improved significantly. Progress has been made in building a digital Fujian as well as developing digital industry clusters, while the quality of the private economy and marine economy has seen notable improvements. Coordination in development between urban and rural areas as well as different regions has increased markedly, and significant progress has been achieved in building a modern economic system. ——Reform and opening up have progressed further. The development of the Xiamen Special Economic Zone, Free Trade Zone, Pingtan Comprehensive Experimental Zone, the core area of the 21st-Century Maritime Silk Road, and Fuzhou New Area has reached new heights. The Innovation Base for the BRICS New Industrial Revolution Partnership has made new progress, and the combined advantages of these various zones have become more evident. New breakthroughs have been achieved in reforms in key areas and critical links, and a new system for an open economy at a higher level has taken shape. Significant new progress has been made in building a home for Taiwanese compatriots and enterprises wishing to settle on the mainland, further enhancing its role as a model for interactions with Taiwan. ——The level of social civilization is higher. **The thought on socialism with Chinese characteristics for a new era has taken deep root in Fujian. The core socialist values have become deeply ingrained in people’s minds. The moral, legal, scientific, cultural, and physical and mental qualities of the people have seen notable improvements. The public cultural service system and cultural industry system have become more robust. The diverse cultures of Fujian—including red culture, Maritime Silk Road culture, Zhu Xi culture, Minnan culture, Hakka culture, Mazu culture, and Mindong culture—complement one another, further enhancing Fujian’s cultural soft power and influence. ——The ecological environment is more beautiful. **Through the efforts in building ecological civilization pilot zones, more institutional innovations that can be replicated and promoted have been developed. The provincial system for managing land use has become more robust, a green development approach has been fully established, green production and lifestyle patterns are taking shape at an accelerated pace, the total emissions of major pollutants continue to decline, and the quality of the ecological environment remains among the best in the country. Fujian’s high forest coverage rate keeps it at the top nationwide, making it a beautiful region with a striking appeal. ——People’s lives are happier. Greater and higher-quality employment will be achieved, with residents’ income growing in line with economic growth; the income distribution structure will continue to improve, and the level of equal access to basic public services will rise steadily. A high-quality education system and a healthy Fujian will be largely established, while social security and elderly care systems will become more robust. People will live in peace and contentment, and their well-being will reach new heights. ——The governance system is more improved. The rule of law under socialism has been further strengthened; new progress has been made in building a safe and law-based Fujian. Acting in accordance with laws and regulations on an immediate basis has become the norm, resulting in a significant improvement in administrative efficiency and service quality. The level of community governance driven by party building has also improved markedly. Mechanisms for preventing and addressing major risks have been continuously refined, emergency response capabilities for sudden public incidents have been greatly enhanced, and the capacity to defend against natural disasters has improved significantly, thereby strengthening the security barrier in the southeastern region. III. Make scientific and technological innovation the primary driving force for building an innovative province. Adhere to the central role of innovation in the overall process of modernization, strengthen self-reliance and independence in science and technology, thoroughly implement strategies for developing the province through science, education, and talent, as well as through innovation-driven development, and strive to create a favorable environment for innovation, entrepreneurship, and creative activity. 6. Build a high-level innovation platform system. Focusing on new technology areas, we will make efforts to overcome challenges in key core technologies, and develop and advance a number of major scientific and technological projects, platforms, and initiatives. Deepen the development of the Fuzhou-Xiamen-Quanzhou **Independent Innovation Demonstration Zone, and create a science and technology innovation corridor as well as a coastal science and technology innovation industry belt. We will carry out initiatives to establish high-level science and innovation platforms, build provincial innovation institutes to high standards, and provide full support for the development of provincial innovation laboratories in areas such as optoelectronic information, energy materials, chemical engineering, and energy devices. We aim to create a number of high-level R&D institutions such as manufacturing innovation centers, engineering research centers, and corporate technology centers, as well as strive to establish ** Laboratories. Leverage the role of universities, research institutions, and enterprises as sources of innovation, promote the optimal allocation of research resources and their sharing, strengthen basic research and original innovation, and enhance the overall efficiency of the innovation chain. Plan to build several major scientific research infrastructure facilities. Actively introduce renowned universities and research institutions, plan to build the Southeast China (Fujian) Science City, support leading enterprises in establishing innovation hubs, and encourage various regions to develop high-level science and technology innovation platforms with distinct characteristics. 7. Continuously expand the group of innovative enterprises. Implement actions to enhance corporate innovation capabilities, improve mechanisms for the accelerated growth of high-tech enterprises, facilitate the convergence of various innovation factors toward these enterprises, help to develop a group of innovative leading enterprises with outstanding core technical skills, foster a number of hidden champion enterprises that possess specialized and advanced technologies in specific industries, and cultivate a vibrant community of small and medium-sized technology-based enterprises. Give full play to the leading role of enterprises in technological innovation, improve the incentive mechanisms for enterprise R&D investment, and significantly increase the proportion of industrial enterprises above a certain scale that establish R&D institutions. Adhere to a user-oriented approach, promote in-depth integration of industry, academia, and research, and support enterprises in taking the lead in forming innovation consortia and establishing new types of R&D institutions. Leverage the leading and supporting role of large enterprises, strengthen the development of common technology platforms, and promote integrated innovation across all stages of the industrial chain as well as among large, medium, and small enterprises. 8. Stimulate the innovative vitality and potential of talents. Deepen reforms to the systems and mechanisms for talent development, implement a comprehensive set of measures to attract, cultivate, gather, and utilize talent, and establish a more competitive and attractive talent policy and service framework. Fully implement the provincial talent recruitment “100 Talents Plan”, the youth top-tier talent “Young Eagles Plan”, and the “Eight Fujian Talents” development program. Promote the precise alignment of industrial chains with talent chains, deepen talent exchange and cooperation between universities and local communities, and strengthen the connection between major talent initiatives and key scientific and technological programs, as well as the coordination between attracting investment and bringing in talent. Improve the evaluation system for scientific and technological talents by using the ability to solve problems and the extent of practical contributions as key criteria. Improve the mechanisms for incentivizing and supporting innovation, establish a revenue distribution system that fully reflects the value of innovative elements such as knowledge and technology, and refine the mechanisms for sharing the benefits of job-related inventions by researchers. Promote the spirit of craftsmanship, carry out programs for knowledge renewal and skill improvement, strengthen the ranks of high-level engineers, and train more skilled craftsmen and master artisans. Strengthen the training of talent in basic research and encourage the development of new types of research universities. 9. Improve the institutional mechanisms for scientific and technological innovation. We will further advance the reform of the science and technology system, improve the governance system for scientific and technological innovation, and promote the integrated allocation of projects, bases, talent, and funds in key areas. Reform the mechanisms for formulating and implementing science and technology plans, and improve systems such as the \"issue challenges and appoint leaders\" approach for tackling major science and technology projects. Improve the science and technology evaluation mechanism. Accelerate the reform of research institutions and expand their autonomy in research. Establish an intellectual property operation system, a public service system, and a protection system, and promote full coverage of the “Zhi Chuang Fujian” intellectual property public service platform. Implement projects to promote the transformation and application of scientific and technological achievements, improve the technology transfer functions of various innovation platforms, and foster the development of specialized technology transfer institutions. Carry out initiatives to increase R&D investment across society; fiscal support funds shall be preferentially allocated to enterprises with a high intensity of R&D investment. Also, improve the mechanisms for providing long-term and stable support to universities, research institutes, and scientists. Improve the financial support system for innovation, promote close integration of technology finance, and facilitate the industrialized and large-scale application of new technologies. Promote the scientific spirit and foster a societal atmosphere that values innovation. IV. Comprehensively optimize the industrial structure and accelerate the establishment of a modern industrial system. We will focus economic development on the real economy, further advance efforts to build a province strong in advanced manufacturing, quality, and digital technologies, and strengthen the six key industries of electronic information and digital technology, advanced equipment manufacturing, petrochemicals, modern textiles and clothing, modern logistics, and tourism. We will upgrade the four competitive industries of specialty modern agriculture and food processing, metallurgy, building materials, and culture. At the same time, we will foster the growth of five emerging industries: new materials, new energy, energy conservation and environmental protection, biotechnology and new pharmaceuticals, and marine high-tech industries. By creating this \"6-4-5\" industrial framework, we aim to enhance the modernization level of industrial chains and supply chains, thereby providing strategic support for high-quality economic development. 10. Accelerate the development of Digital Fujian with great effort. Taking the development of Digital Fujian as a fundamental and pioneering project to drive high-quality development, we will continue to maximize the platform impact of the Digital China Summit, deepen the construction of pilot zones for innovative development in the digital economy, and fully leverage the amplifying, synergistic, and multiplier effects of digitalization. We will promote the development of the digital industry by enhancing advantageous industries such as the Internet of Things, big data, cloud computing, and satellite applications. We will also vigorously develop future-oriented industries like artificial intelligence and blockchain. Additionally, we will help basic industries—including integrated circuits, industrial software, network communications, core components, and key materials—move up the value chain to mid- to high-end levels, thereby fostering digital industry clusters with strong competitiveness. Advance the digitalization of industries, implement an innovation and development strategy for the industrial internet, deepen efforts in smart manufacturing projects and the initiative of \"moving to the cloud, utilizing data, and leveraging intelligence,\" expand application scenarios for integrated digital technologies, foster new technologies, products, business forms, and models, and promote the healthy development of the platform economy and sharing economy. Optimize and enhance the industrial agglomeration areas for the digital economy. Strengthen the development of a digital society and improve the level of digitization and intelligence in areas such as public services and social governance. Strengthen the joint creation and sharing of public data resources, resolutely break down information silos, and transform \"data ponds\" into a \"data ocean.\" Explore digital infrastructure systems, standards, and norms, and improve the basic platform for data resources. Ensure data security and strengthen the protection of personal information. Improve the digital skills of the entire population, narrow the digital divide between urban and rural areas, and ensure comprehensive coverage of information services. 11. Build a strong province in advanced manufacturing. Unswervingly make new-type industrialization the focus for achieving modernization, and maintain the proportion of added value in the manufacturing sector at around one-third. We will continue to strengthen, supplement, and extend industrial chains, promoting the optimization and upgrading of the entire industrial chains of key manufacturing sectors such as electronic information, advanced equipment manufacturing, petrochemicals, and modern textile and apparel. Deeply implement special initiatives for enterprise technological transformation to enhance the quality, brand reputation, and development level of traditional manufacturing sectors such as food, metallurgy, and building materials. Implement a project to develop strategic emerging industry clusters, and in key areas such as new materials, new energy, energy conservation and environmental protection, biology and new pharmaceuticals, as well as high-tech marine industries, foster a number of strategic emerging industry clusters that feature distinct characteristics, complementary advantages, and a rational structure. Advance the special campaign focused on strengthening leading enterprises, accelerate the development of innovative and ecosystem-oriented leading firms, and support them in carrying out vertical integration and horizontal expansion within the industrial chain. Increase efforts in developing key products and core technologies, enhance the capabilities in basic manufacturing and supply chain coordination within the industry, and promote diversification of industrial and supply chains. Develop service-oriented manufacturing. Improve the quality infrastructure and strengthen the development of systems and capabilities in standards, metrology, patents, etc. Raise the level of standardization and intensification in industrial parks. 12. Accelerate the development of modern service industries. Improve and strengthen modern logistics and the financial sector; accelerate the development of service industries such as research and development, legal services, intellectual property services, and exhibition services; foster headquarters economy; and promote the professionalization of productive service industries as well as their advancement toward higher stages of the value chain. Improve the development level of service industries such as culture and tourism, health care, childcare, sports, housekeeping, and property management, and promote the upgrading of these consumer-oriented services to higher quality and greater diversity. Promote the deep integration of modern service industries with advanced manufacturing and modern agriculture. Accelerate the digitalization, standardization, and branding of the service industry. V. Integrate the implementation of the strategy to expand domestic demand with the deepening of supply-side structural reforms, and actively serve as well as fully integrate into the new development paradigm. Adhere to the strategic focus on expanding domestic demand, prioritize supply-side structural reforms, while also paying attention to demand-side management, in order to achieve a higher level of dynamic balance where demand drives supply and supply creates demand. 13. Become an important node in the domestic large-scale circulation. Improve the policy support system for expanding domestic demand; use market-oriented reforms to address the bottlenecks that hinder industrial, market, and economic circulation; promote the optimization and upgrading of the production, distribution, circulation, and consumption systems; and facilitate the effective aggregation of high-quality resources such as talent, information, capital, and technology. Strengthen innovation in science and technology, standard-setting, and brand building, to drive the transformation of \"Fujian-made\" products into \"Fujian-intelligently manufactured\" and \"Fujian-created\" products, using innovation as a driver and high-quality offerings to stimulate demand. Promote the balanced development of the financial and real estate sectors together with the real economy. Improve the modern distribution system, advance the construction of **logistics hubs and** key cold-chain logistics bases, provide end-to-end services covering production, supply, and sales, and create a logistics ecosystem that ensures smooth and efficient flow of goods. 14. Build important channels for both domestic and international dual circulation. Make full use of both domestic and international markets as well as various resources, promote smooth market integration, deep industrial connections, and orderly alignment of rules, and foster coordinated development among domestic demand and foreign demand, exports and imports, as well as the attraction of foreign investment and overseas investments. Enhance the functions of ports, airports, and land ports, improve the transportation network, and vigorously develop multimodal transport via sea, land, air, and rail. Create major transportation arteries that connect the north and south, the east and west, as well as rivers and seas, so as to serve as key hubs for the Belt and Road Initiative as well as for the central and western regions and surrounding areas. Explore policy mechanisms to achieve integration of domestic and foreign trade, actively promote the application of the same production lines, standards, and quality requirements, and help enterprises accelerate their transition to both domestic and export markets. Optimize the layout in domestic and international markets, as well as the product structure and trade methods, improve the quality of exports, and increase the import of high-quality products and services. Promote the integration of trade and investment, strengthen foreign cooperation in areas where we have advantages, and actively work with countries and regions along the Belt and Road Initiative to jointly build industrial and supply chains. Make good use of the important forces that facilitate both domestic and international economic cycles. Leverage the advantages of our province, such as its large proportion of private enterprises and a large number of overseas Chinese, to enable private entrepreneurs to become the main force in exploring new markets and facilitating these economic cycles. Utilize the capital and expertise of overseas Chinese as bridges for economic and trade cooperation as well as for connecting the interior with the outside world. This will help bring more high-quality resources to Fujian, as well as enable more Fujian products and services to reach across the country and around the world. 15. Fully promote the expansion and quality improvement of consumption. Strengthen the fundamental role of consumption in economic development, boost traditional consumption, foster new types of consumption, and appropriately increase public consumption. We will thoroughly implement the strategy of expanding product varieties, improving quality, and building brands, improve the \"Internet+\" consumer ecosystem, encourage the development of new consumption models and formats, promote the integration of online and offline consumption, and expand consumer markets in both urban and rural areas. Actively expand effective investment. Optimize the investment structure, maintain reasonable investment growth, and leverage the key role of investment in improving the supply structure. Adhere to systematic management of landscapes, forests, farmlands, lakes, and grasslands; promote the experiences gained from the management of Yuanqiang Lake and Mulan Creek, as well as from efforts to address soil erosion in Changting; and systematically advance comprehensive protection and sustainable development of major river basins such as the Min River and the Jiulong River. Further advance innovation in the construction and management mechanisms of the Wuyi Mountain ** Park, and establish a comprehensive system of nature reserves with the ** Park as its core. Deepen the implementation of the river and lake chief system, and fully enforce the forest chief system. Continue to carry out the purchase of commercial forests in key ecological areas to improve forest quality, and keep advancing the “Three Hundreds and Thousands” greening and beautification initiative. Protect biodiversity and strengthen the control of invasive species. Strengthen the geological environment restoration and comprehensive management of abandoned mines. Advance the construction of safe and ecological water systems. Implement projects for the protection and restoration of important wetland ecosystems. 38. Promote comprehensive conservation and efficient use of resources. Strengthen the control of water intensity, improve the quota management system for industrial and agricultural water use, and accelerate the development of a water-saving society. Adhere to the strictest system for land conservation, strictly implement the controls on both the total amount and intensity of land used for construction, emphasize the principle of evaluating performance based on productivity per unit area, actively revitalize existing land, and promote the redevelopment of underutilized land. Improve the system for the protection and development of marine resources, and strictly regulate illegal and irregular uses of marine areas. Improve the level of development and protection of mineral resources, and establish demonstration zones for green mining development. Raise public awareness of conservation, comprehensively promote waste sorting, and establish a system for the recycling and reuse of waste materials. XI. Deepen the development of the core area of the 21st-century Maritime Silk Road and comprehensively raise the level of opening up. Adhere to opening up on a larger scale, in broader fields, and at a deeper level; use openness to promote reform, development, and innovation. Strengthen and make effective use of major platforms for opening up, leverage the Belt and Road Initiative to drive comprehensive opening up, create new advantages in international cooperation and competition, and accelerate the building of a province that is strong in terms of openness. 39. Fully leverage the advantages of multi-zone integration. We will make further progress in the construction of landmark projects in the core areas of the 21st-century Maritime Silk Road, such as the \"Maritime Silk Road,\" the \"Digital Silk Road,\" and the \"Silk Road Flight,\" in order to strengthen infrastructure connectivity, economic and trade cooperation, and cultural exchanges with countries and regions along the route. Promote the integration, improvement, and high-quality development of various development zones (parks). 40. Raise the level of international trade and investment. It is necessary to effectively transform the approach to foreign trade development, implement strategies for market diversification and branding in foreign trade, and foster the growth of new business models and formats such as cross-border e-commerce, market procurement trade, and comprehensive foreign trade service platforms, in order to enhance the overall competitiveness in foreign trade. Deepen the innovative development of trade in services, vigorously develop digital trade, and promote international cooperation in trade in services. Improve the use of foreign capital and advanced technologies, make good use of cooperation platforms such as the China International Fair for Investment and Trade, and attract large-scale foreign investment projects and enterprises in a targeted manner. Merchants and enterprises from Fujian are encouraged to go abroad to carry out overseas mergers and acquisitions as well as to establish international brands. Build overseas economic and trade cooperation zones to high standards, and coordinate the development of the “two countries, two parks” initiative. Promote the high-level operation of China-Europe freight trains. 41. Establish a new system for a higher level of open economy. Improve the institutional mechanisms for facilitating cross-border trade, continuously expand and upgrade the international trade \"single window\", and achieve integrated operations in customs, ports, trade, taxation, and finance. Strengthen coordinated cooperation with free trade pilot zones located at key nodes of the Belt and Road Initiative. Fully implement the pre-establishment national treatment plus negative list system for foreign investment, promote institutional openness in areas such as rules, regulations, governance, and standards, and improve the supervision system during and after activities take place. Improve mechanisms for handling complaints from foreign-invested enterprises, protect their legitimate rights and interests, and promote fair competition among domestic and foreign-funded enterprises. Improve policies and service systems to promote overseas investment, advance the construction of a safety guarantee system for such investments, and enhance enterprises’ competitiveness and risk management capabilities. XII. Improve the quality of people’s lives and steadily advance common prosperity. Adhere to the fundamental goal of ensuring, safeguarding, and advancing the fundamental interests of the broadest masses of the people; do our best within our capabilities to address matters related to people’s well-being, strengthen the development of welfare initiatives that are inclusive, fundamental, and supportive, resolve the urgent, difficult, concerning, and long-awaited issues faced by the public, so that all people can share in the benefits of modernization. 42. Promote residents’ income growth through multiple channels. Adhere to the principle that more work leads to greater rewards, encourage people to increase their income and achieve prosperity through hard work, honest labor, and creative work; improve the wage system, establish a sound mechanism for reasonable wage increases, and raise the proportion of labor remuneration in primary distribution. Improve the mechanism by which market forces assess the contribution of various factors of production, and compensation is determined based on that contribution. Explore increasing the income of low- and middle-income groups through the rights to use and benefit from factors such as land and capital. Implement the “Income Increase Plan for Four Major Groups” to boost residents’ wages, business income, property income, and transfer income. Build a high-quality education system. Strengthen the development of the disease prevention and control system, improve the mechanisms for preventing and controlling major epidemics, enhance the public health emergency response system, boost the capacity to handle sudden public health incidents, innovate mechanisms for integrating medical care and prevention efforts, and build a robust public health system. Vigorously advance the construction of a model province for “Internet + healthcare”. Vigorously promote the great spirit of fighting the pandemic and foster a positive culture within society that values doctors and healthcare. Carry out the patriotic public health campaign extensively and in depth. Promote knowledge and skills in emergency first aid among the entire population. Vigorously advocate for and promote the development of national fitness activities. Improve the quality of services related to healthy pregnancy and child-rearing, develop an inclusive childcare system, and reduce the costs associated with childbirth, raising children, and education. Increase the supply of inclusive elderly care services, foster new forms of elderly care business, establish an elderly care service system that integrates home, community, and institutional care as well as medical and rehabilitation services, and improve the comprehensive supervision system for elderly care services. 47. Strengthen and innovate social governance. Improve the social governance system characterized by Party committee leadership, **responsibility**, **consultation**, social collaboration, public participation, legal safeguards, and technological support. Improve the urban and rural grassroots governance system that combines autonomy, the rule of law, and moral governance under the leadership of Party organizations; refine the grassroots consultation system to achieve positive interaction between governance and social regulation as well as resident autonomy. Ensure the safety of people's lives. Adhere to the principle that the people and life come first, give top priority to the safety of people’s lives, and comprehensively enhance the capacity for public safety protection. Improve and implement the work safety responsibility system, establish systems for identifying safety hazards and for safety prevention and control, strengthen oversight in key sectors such as building structure safety, non-coal mines, road traffic, hazardous chemicals, and industrial and trade activities, in order to effectively prevent serious and major safety accidents. Strengthen biosecurity measures, establish a comprehensive biosecurity management system at the national level, continue to address issues related to contamination on food tables, and improve the modern management system for food and drug safety. Conduct disaster risk surveys, enhance precise monitoring and early warning systems, and raise the standards for defense infrastructure against natural disasters such as floods and droughts, forest fires, geological disasters, typhoons, and earthquakes. Advance the risk mitigation and reinforcement of reservoirs, dikes, and sluices to improve the level of optimized flood management. Improve the emergency management system, strengthen the construction of emergency supply support systems, and enhance the capabilities for disaster prevention, mitigation, response, and relief. 49. Improve the capacity for economic security. Establish and improve mechanisms for early warning and mitigation of economic risks, in order to ensure the security of key industries, infrastructure, strategic resources, and major technological areas. Regularly conduct supply chain risk assessments to enhance the resilience of industrial and supply chains. Implement a food security strategy to ensure stable production of grains and key food staples, and strengthen the development of capabilities in grain storage, logistics, and emergency supply. We will resolutely safeguard **regime security, institutional security, and ideological security, and comprehensively strengthen the cybersecurity protection system and related capabilities. Take strict precautions and resolutely crack down on the infiltration, sabotage, subversion, and separatist activities of hostile forces. Actively serve the modernization of national defense and the military, improve the institutional mechanisms for integrated development between the military and civilian sectors, and create model areas for deep integration between the two. Coordinate the planning and construction of military and civilian facilities. Vigorously develop the defense science, technology and industry, and accelerate the process of standardization and generalization. Improve the national defense mobilization system and provide full support for military training and readiness. Deepen the integration of key industries, guide and support Taiwanese-funded enterprises to contribute to strengthening and completing industrial chains, and accelerate the establishment of a cooperation pilot zone for the integrated circuit industry across the Taiwan Strait, a cooperation base for the petrochemical industry between the two sides, and a park for precision machinery manufacturing in Fujian and Taiwan. Promote the upgrading and development of Taiwan farmers’ entrepreneurship parks, and accelerate the construction of industrial parks for the integrated development of agriculture between Fujian and Taiwan. Continue to strengthen cooperation in areas such as finance, cultural and creative industries, health biotechnology, and cold-chain logistics. Support qualified Taiwanese-funded enterprises in going public on the Chinese mainland. Deepen the harmonization of industry standards, expand the recognition of qualifications from Taiwan and the direct acceptance of vocational skill qualifications from that region, and optimize trade supervision with Taiwan. Promote scientific and technological collaborative innovation between Fujian and Taiwan, and work with high-tech enterprises and leading talents in Taiwan to establish innovation platforms. 53. Deepen integration in the infrastructure sector. Promote the connection of infrastructure between Fujian and Taiwan, and establish a multi-dimensional hub for connections to Taiwan. Strengthen the infrastructure development at ports for direct flights to Taiwan, establish sea and air direct flight routes between Fujian and Taiwan that meet the needs of regular epidemic prevention and control, and continuously enhance the convenience of travel along the \"three types of direct connections\" routes. Continue to improve connectivity in terms of water, electricity, gas, and roads between Jinmen and Matsu and the coastal areas of Fujian, so as to promote the early integration of Xiamen with Jinmen, and Fuzhou with Matsu. Implement a project to enhance cultural exchange brands with Taiwan, continue to organize events such as the Cross-Strait Forum, Cross-Strait Youth Day, Cross-Strait Entrepreneurs Summit, and Cross-Strait Cultural Expositions, and strengthen exchanges between young people from Fujian and Taiwan. Deepen people-to-people exchanges at the grassroots level, and continue to promote cultural exchanges with Taiwan through kinship ties, fellow villagers, in-laws, and folk beliefs. Promote the high-quality cultural heritage of the ancestral homeland to Taiwan, organize various cultural events in Fujian, and support the exhibition and performance tours of intangible cultural heritage and folk performing arts in Taiwan. Establish cultural and educational exchange hubs for cross-strait integrated development, build experimental parks for cultural industries in Fujian and Taiwan, and create film and television industry bases across the strait. Expand exchanges and cooperation in various fields such as education, science and technology, health, justice, and archives. 15. Fully mobilize all positive factors to strive for the achievement of the 14th Five-Year Plan and the long-term goals for 2035. Implement policies and measures to facilitate the development of Hong Kong and Macao residents in Fujian. Strengthen work related to overseas Chinese in the new era, enhance ties and communication with overseas Chinese communities and relatives, protect and make use of archival materials related to overseas Chinese letters, promote the informatization and convenience of services for overseas Chinese, and broadly mobilize their support and efforts. 60. Improve the mechanisms for planning formulation and implementation. We will resolutely implement the decisions and arrangements of ****, and in line with the spirit of this provincial Party committee plenary session, formulate the outline for the 14th Five-Year Plan as well as various specific plans, in order to create a regional planning system with clear definitions, well-defined boundaries, complementary functions, and seamless integration.
