Regarding the definition of oil tanks and water tanks

Assuming the medium stored in the tank is oily wastewater, the tank is considered a water tank when the oil content in the water is below a certain level; in other words, it is considered an oil tank when the oil content reaches a certain level. Since some of the sewage tanks may contain a small amount of dirty oil during the design process, it is not possible to determine their fire hazard and other parameters. Today, I heard from an experienced technician that when the oil content in oily wastewater is less than 10%, it can be treated as water-based fluid, and thus the safety distance requirements applicable to oil tanks need not be followed. I would like to ask the experts here whether they know where this criterion comes from, or if there are any other opinions on this matter.
The category of a substance is determined by its properties. It’s not based on name; the name can only indicate the general properties of a substance. When the content is below x%, the properties of water dominate, so it should be considered as water.
