Recently, the General Office of the Government of the Guangxi Zhuang Autonomous Region issued the \"Three-Year Action Plan for the In-depth Implementation of ‘Artificial Intelligence+’ in Guangxi (2026–2028)\\" (hereinafter referred to as the \"Plan\"). The plan states that by 2028, Guangxi will have fully established the China-ASEAN **Artificial Intelligence Application Cooperation Center, with the output value of key industries in the intelligent economy exceeding 100 billion yuan. The Plan states that Guangxi will focus on what is needed, what Guangxi is capable of doing, and what the ASEAN region desires. Adhering to the development approach of \"R&D in Beijing, Shanghai, and Guangzhou + integration in Guangxi + application in ASEAN,\" it will carry out six key initiatives, including those related to \"Artificial Intelligence+\" in science and technology and \"Artificial Intelligence+\" for industrial upgrading, totaling 20 specific measures. By 2028, the adoption rate of new-generation smart terminals, agents, and other such applications is expected to reach 80%. 150 iconic smart products and brands will be developed, 200 model application scenarios will be created, 50 leading enterprises capable of serving ASEAN will be fostered, 20 innovation platforms in the field of artificial intelligence will be established, and a number of artificial intelligence parks will be built, thereby enabling Guangxi to enter a new phase of development in terms of the smart economy and smart society. Implement the “Artificial Intelligence+” science and technology initiative by focusing on both artificial intelligence-driven scientific innovation and research in social sciences, in order to create a hub for application integration aimed at the ASEAN region. Artificial intelligence technologies will be used to drive changes in research methodologies, thereby accelerating scientific discoveries and technological innovations. Implement the “Artificial Intelligence+” industrial upgrading initiative to promote the high-quality development of key industries such as steel and non-ferrous metals, modern green chemicals, and energy, and to facilitate the intelligent transformation and upgrading of the entire industry. Implement the “Artificial Intelligence+” initiatives for improving consumer quality, enhancing people’s well-being, and strengthening governance capabilities; raise the standard of consumer services, work together to build an intelligent society, and create a new landscape for governance in ethnic regions along the borders. Implement the “Artificial Intelligence+” ASEAN cooperation initiative to create a new hub for open development in Guangxi, promote the inclusive use of artificial intelligence, and establish a secure and mutually beneficial governance framework. Among these, regarding “AI+” modern green chemical engineering, the Plan proposes focusing on core aspects such as research and innovation, production optimization, and safety management to develop vertical models for the petrochemical industry. Focusing on areas such as production parameter optimization, equipment failure prediction, safety risk early warning, warehouse management, energy management, quality inspection, and defect detection, a number of typical artificial intelligence application scenarios will be developed to foster leading digital and intelligent enterprises in the chemical industry.
