Hydrogen for refinery startup

Where does the hydrogen needed to start up the refinery come from? The project includes a coal and coke hydrogen production unit – is it necessary to produce hydrogen through this method before enabling the operation of other hydrogenation units? Should we still opt for purchasing hydrogen to solve this issue? Thank you all!
It is usually purchased externally, though it is also supplied by other hydrogen production units on-site~~~~

In other words, it is generally not necessary to put hydrogen production units based on coal coke into operation first, nor is it required to use public utilities such as water, electricity, steam, and air before starting up the process units.
They are generally purchased externally. Once the entire process is completed through driving, hydrogen will be available.
Hydrogen production from dry gas or natural gas, with hydrogen generated by reforming units; the plant determines the sequence of operation and the operating load based on the equilibrium of hydrogen.
