Are there any foreign design firms (with offices in China) that can handle the master planning for chemical enterprises? I’m looking for recommendations.
I’m not sure which stage of the overall layout design you need; if it is the detailed design phase, then a design qualification issued by the Ministry of Housing and Urban-Rural Development is required. Foreign \"engineering companies\" that meet such criteria (not referred to as \"design institutes\" abroad) include Fluor, TOYO, AMEC, CBI, MEC, etc. Now, many foreign engineering companies’ \"design centers\" have either withdrawn from the Chinese mainland or shifted to working on design projects overseas. One of the reasons for this is that the overall capabilities of domestic engineering companies have improved significantly, making them fully competitive with foreign companies.
Foreign companies charge much more expensive prices! Their engineers provide on-site service, usually charged by the hour.

Domestic engineering companies are cheaper, but their quality is still quite poor. It depends on your needs.
Foreign engineering companies can handle the “conceptual design,” while domestic engineering companies can take care of the preliminary design and detailed design.
