Problem: The relief valve cannot release pressure

There is a 5-kilogram steam release control valve; when the valve is opened, steam cannot be released. The cut-off valve was closed before that, and after adjusting the valve, it worked properly. Once the cut-off valve was reopened, the control valve functioned normally again. Does anyone know the reason?
It is estimated that the output force margin of this control valve actuator is relatively small
Gas opening valve? Was it normal to be in a daze before? ~Was it the empty state that was enabled first, followed by the cut-off function? If so, it’s likely that the thrust of the valve actuator is not sufficient~~ The allowable pressure difference was not taken into account when selecting the valve~~
