Do enterprises that produce Category C hazardous chemicals need a hazardous chemicals safety production license and a hazardous chemicals registration certificate?

There is business interaction with them; they are a chemical manufacturing company that claims to produce only Category C hazardous chemicals (i.e., flammable liquids with a flash point above 60°C), and therefore do not need a license for the safe production of hazardous chemicals nor a registration certificate for such chemicals. I’ve heard of it for the first time too; I don’t recall seeing it in any regulations. Are things as important as the safety production license for hazardous chemicals and the registration certificate for hazardous chemicals really unnecessary for Category C hazardous chemicals? What do the experts in the forum think? Is there anyone who can help answer this?
Regulations on Work Safety Licenses Chapter 1 General Provisions Article 2 A work safety licensing system shall be implemented for mining enterprises, construction enterprises, and enterprises that produce hazardous chemicals, fireworks, and civil products (hereinafter collectively referred to as enterprises). Enterprises that have not obtained a safety production license shall not engage in production activities.
All products listed in the hazardous chemicals catalog require a license for safe production of hazardous chemicals; please refer to the 2015 version of the hazardous chemicals catalog
The other party is wrong; it should be the production of Category C chemicals. For the production of such chemicals, there is no need to obtain a safety production license. Hazardous chemicals are not classified into Categories A, B, or C.

It’s very simple: look up the catalog of hazardous chemicals; there you’ll find the ’Category C chemicals’ mentioned by you. In that case, a safety production license is required; without it, it’s not possible to proceed.
