Is a sodium hydroxide storage tank a pressure vessel?

Dear friends, I have a question: According to the classification, category II pressure vessels include: (1) medium-pressure vessels； (2) Low-pressure containers for highly toxic media ； (3) Low-pressure reaction vessels and storage/transport vessels for flammable or toxic media ； So, a corrosive medium like NaOH is considered a “highly toxic” or “toxic” medium? Are the sodium hydroxide dissolution tank and storage tank pressure vessels? Additionally, in a jacketed stirrer tank, pressurized water flows inside the jacket; thus, the tank itself is under external pressure. Is it considered a pressure vessel?
Sodium hydroxide is not highly toxic, while sodium cyanide is highly toxic
To determine whether it is a pressure vessel, check if its operating pressure is greater than 0.1
Check the definition of pressure vessels; it’s not determined arbitrarily. Refer to TSG R0004 and TSG R0005
