According to GB30871, for production facilities under construction, hot work can be approved as class II hot work, with a maximum duration of 72 hours； The time requirements for other special operations (such as temporary power use) are relatively more flexible, but inspections and documentation for work in confined spaces as well as for hot work must be carried out strictly. For tasks that take place over large areas, it is possible to assign dedicated personnel to conduct regular inspections on a daily basis and keep records. Daily risk assessment is a requirement of safety management; it should be conducted on a daily basis both during the construction phase and once operations begin. Each construction team is responsible for submitting reports based on the construction plan the day before, which are then compiled and submitted by the safety management department. Larger lifting operations, earthwork projects, and circuit-breaking tasks should be managed as individual projects, with construction plans and schemes prepared for approval; risk assessment and control are carried out based on these plans and schemes. During the installation phase, temporary power usage and work at heights involve a wide range of aspects and involve complex and diverse processes; therefore, a comprehensive risk analysis should be conducted before formulating an overall work plan. Specific safety measures should be established, and in particular, stricter management is required for scaffolding work, with dedicated personnel assigned to carry out inspections and verifications. If blind plate installation and removal is involved, the risk is relatively low since no hazardous substances are present. During pressure testing of pipeline equipment, it is important to ensure proper pressure relief when removing or installing these plates. All temporary blind plates used should be properly recorded; failure to do so could lead to serious accidents once the system is put into operation.
